Luanda, Nov. 5, 2025 (Lusa) - Germany and Angola will cooperate in the creation of an agro-industrial development hub for the production of agricultural goods for export, focusing on crops such as oilseeds, legumes, cereals and products for the cosmetics industry.
The memorandum of understanding between the Angolan government and German companies Gauff Engineering and CHB Investment Holding was signed on Wednesday in Luanda on the sidelines of German President Frank-Walter Steinmeier's official visit, which began today.
Speaking to journalists at the Presidential Palace after the signing of the agreement, Angolan Minister of Agriculture and Forestry Isaac dos Anjos explained that the hub will be developed in two phases.
First, the locations will be negotiated, the necessary infrastructure will be assessed and the financial resources identified. This will be followed by a second phase of construction and procurement, to find producers who will use the land and enter into agreements for large-scale production for export.
"The main thing is to maintain the principle of 60% of production for export and 40% for the domestic market, because we have to pay off the loans and financing we are going to obtain. This financing will be paid off in this way, with the generation of direct income and the export of products," explained the minister.
According to Isaac dos Anjos, the project will be developed in a net area of up to 20,000 hectares, within a gross area estimated at between 60,000 and 80,000 hectares, which includes forest preservation areas and water lines, "in order to ensure a balance between agricultural exploitation and environmental conservation."
Among the main crops planned, the minister highlighted legumes, soya, maize, wheat and beans, as well as oilseeds and crops linked to the production of cosmetics. "The most important thing is to produce goods that can be placed on the international market," he stressed.
Isaac dos Anjos stressed that the European Union's tendency is to invest in the Lobito Corridor, but he recalled that Angola also has the Malanje Corridor, pointing out that possible locations that could extend to the eastern border are being analysed.
"But we are open to negotiating with investors," he added.
