Lusa - Business News - Angola: Number of civil servants grew 4.5% in 2024 to over 426,000

Luanda, Sept. 15, 2025 (Lusa) - The number of Angolan civil servants grew by 4.5% in 2024 to 426,632 people, the largest increase in recent years, resulting from the settlement of contractual relationships, a government source announced on Monday.

The figures were released by the Secretary of State for Public Administration, Domingos da Silva Filipe, in a presentation at the Ministry of Public Administration, Labour and Social Security (MAPTSS).

According to Domingos Filipe, this increase, the largest in recent years, shows a "strengthening of labour ties," allowing employees who were on contract to become permanent staff, emphasising that they do not therefore represent additional expenditure.

Outside this figure, which represents around 3.4% of the total Angolan employed population, are employees in defence and security bodies (military and paramilitary), numbering around 500,000 people.

Around 56.5% of Angolan civil servants are men, an imbalance that reveals the need to promote policies that reinforce gender equality, acknowledged the Secretary of State, justifying the difference with the higher levels of education among men compared to women.

Angolan civil servants have an average salary of 157,000 kwanzas (146 euros) and cannot earn less than 100,000 kwanzas (93 euros).

University professors earn the highest salaries, which can reach 750,000 kwanzas (€698), and a "new remuneration structure for civil servants" is currently being implemented, the government official said.

Luanda, with 11% of the total, followed by Huíla and Huambo, are the provinces with the highest concentration of civil servants, with education (42%), health (17%) and justice (3%) being the sectors with the highest number of workers.

Domingos Filipe also addressed the issue of updating categories and career progression, which is expected to cover 41,000 civil servants in the general regime, with more than 38,000 cases already analysed.

The state's expenditure on civil servants (excluding military and paramilitary personnel) is around seven billion kwanzas per year (6.5 million euros), with updates and various subsidies expected to have a financial impact of around 2%.

Last year, 10 public recruitment tenders were completed, enabling the recruitment of a further 2,790 civil servants for the administration, with eight public recruitment tenders currently underway this year.

As for the Integrated Citizen Service (SIAC), a model similar to that of the one-stop citizens' shops (in Portugal), since its inauguration in 2007 it has 16 sub-units in 12 provinces, with plans to build eight more sub-units throughout the country by 2027.

In the first half of 2025, 1.3 million visits were made, with an average waiting time of 34 minutes and an average service time of 11 minutes.

During this period, 51 complaints were received, with professionalism, waiting times and delays in the delivery of documents being the main complaints from Angolans.
