Lisbon, Sept. 29, 2026 (Lusa) - DE-CIX, the global operator of Internet Exchange Points (IX), and Cabo Verde Telecom (CVTelecom) have signed a letter of intent to explore a new interconnection corridor in the South Atlantic, the companies announced on Tuesday.
The letter of intent (LOI) aims «to explore the establishment of a new interconnection corridor in the South Atlantic, linking Lisbon to São Paulo, Brazil».
This planned corridor «aims to enable networks in Southern Europe, West Africa and Latin America to exchange data more directly and efficiently», the two operators stated in a press release.
By creating an additional route across the South Atlantic, «the collaboration aims to increase reliance on regional traffic hubs in Southern Europe, Western Africa, and South America, contributing to greater resilience, diversity, and performance in intercontinental connectivity.» To this end, DE-CIX and CVTelecom intend to interconnect their respective infrastructures and establish a reciprocal service agreement.
The operator CVTelecom «plans to provide transport capacity between Lisbon and São Paulo, while DE-CIX intends to offer access to its ecosystems and interconnection services at key locations in Europe and the Americas».
This cooperation will give CVTelecom access to DE-CIX's services in Frankfurt, Madrid, Marseille, New York and São Paulo.
In return, DE-CIX will gain access to dedicated transatlantic transport capacity between Lisbon and São Paulo.
«Digital growth increasingly depends on resilient, diversified and geographically distributed connectivity,» said Theresa Bobis, head of emerging wholesale markets at DE-CIX, quoted in a press release.
«Together with Cabo Verde Telecom, we want to create a new interconnection corridor in the South Atlantic that brings the digital ecosystems of Europe, Africa and Latin America closer together. More direct data routes can improve performance, strengthen the resilience of the infrastructure and open up new opportunities for businesses and network operators across the three regions,» she adds.
The partnership with DE-CIX «represents an important step in strengthening Cabo Verde's position as a strategic digital gateway between Africa, Europe and the Americas», says Isa Neves, Chief Marketing Officer (CMO) of Cabo Verde Teecom.
«By combining CVTelecom's international connectivity capabilities with DE-CIX's global interconnection ecosystem, we aim to improve connectivity, resilience and access to digital services, creating new value for our customers and contributing to the ongoing digital development of Cabo Verde and the entire West African region,» she concluded.
The letter of intent sets out the preliminary framework for the cooperation.
