Lusa - Business News - Mozambique: Government wants investors for 30 MW solar power plant in Sofala

Maputo, June 8, 2026 (Lusa) - Mozambique is seeking private investors to build a 30-megawatt (MW) solar power plant in the central province of Sofala, as part of the relaunch of the Programme for the Promotion of Renewable Energy Auctions (Proler), developed in partnership with the European Union.

According to a tender launched by the Ministry of Mineral Resources and Energy, which runs until 22 June, the Mozambican government is seeking private investors to act as independent power producers for the plant. The tender notice, to which Lusa gained access on Monday, notes that the government launched Proler on 30 September 2020 to promote “an increase in electricity generation capacity and the diversification of energy sources”.

The aim is to give “priority to competitive and transparent tender procedures for the selection of private investors with adequate technical and financial capacity and an interest in developing renewable energy generation projects, leading to the selection of lower-cost solutions for consumers”, it explains.

To this end, Mozambique “has received funds” from the European Union, via the French Development Agency, whose overall objective is to select independent power producers (IPPs) “for solar photovoltaic and wind projects, with a total capacity of approximately 120 MW”.

The tender now launched aims to “select experienced and qualified private investors to develop, finance, design, construct, operate and maintain” a 30 MW solar photovoltaic plant in Dondo, Sofala province, through the Energy Regulatory Authority (ARENE).

The selection of preferred bidders will be made through a competitive public tender with pre-qualification, with calls for tenders expected to be issued during the second quarter of 2026, at which point “the scope of the project will be defined in greater detail and strict local participation requirements will be included”.

In 2025, electricity reached around 3.8 million domestic consumers in Mozambique for the first time, with an average growth of 1% each month over the past year, according to official data reported in February by Lusa.

According to government information on the 2025 budget implementation, the national grid’s electricity coverage “expanded at an average rate of one percentage point per month, totalling an annual increase of 10.5% in the proportion of the population with access to the service”.

Thus, throughout last year, 418,064 new connections were made to the electricity grid (REN), totalling 3,769,004 domestic consumers, a figure that “represents a public grid access rate of 55.3%”.

Added to these figures are off-grid systems, such as solar and mini-hydro power stations, with 122,471 new connections, bringing the total to 736,080 beneficiaries.

"These systems represent 11.2% of the off-grid population, resulting in a consolidated national electrification rate of 66.4% by 2025," the report states.
