Lusa - Business News - Portugal: State support for electric vehicles runs out in few hours

Lisbon, Dec. 29, 2025 (Lusa) - The state programme to support the purchase of electric cars for individuals sold out on Monday within a few hours, on the day that the Environmental Fund opened the application period, a source from the Ministry of the Environment confirmed to Lusa.

Applications opened at 10:00 a.m., and 2 hours later, 82% of the 2,200 available places had already been filled, with the remaining places being filled in the meantime, according to a ministry source overseeing the Environmental Fund.

The government has allocated €8.8 million to support individuals and to award 2,200 incentives for the purchase of electric vehicles. According to data from the Environmental Fund's website, consulted at around 4:00 p.m., 2,203 applications have already been submitted, of which 2,201 are considered eligible and two are declared excluded.

According to the rules published on the Environmental Fund's website, "the approval of applications for the incentive is carried out by the Environmental Fund, through the allocation of a sequential application number for the type of vehicle in question, corresponding to the order of the date and time of submission of the application".

Applications for the purchase of conventional bicycles, motorcycles, mopeds, tricycles and quadricycles have also been exhausted, a source from the Ministry of the Environment also confirmed to Lusa.

In the case of support for the purchase of light passenger vehicles aimed at individuals, the Environmental Fund pays €4,000 for the purchase of a new 100% electric car and for scrapping a fossil-fuel vehicle over 10 years old.

According to the rules published on the Environmental Fund's website, "vehicles purchased through sale or financial lease with a minimum duration of 24 months, entered into after 1 January 2025, are eligible".

The final cost of the car is up to €38,500, including VAT and associated expenses. For vehicles with more than five seats, the maximum limit is €55,000, including VAT and associated expenses.

In the case of the incentive for the purchase of conventional bicycles for urban use, which has also been exhausted, the incentive is equivalent to 50% of the purchase price, including VAT, up to a maximum of €500.

In this category, support ends when 545 incentives are reached or when the total support of €272,500 is exhausted.

The same competition also offers support for the purchase of electric-assisted cargo bicycles. In this case, the incentive corresponds to 50% of the purchase price, including VAT, up to a maximum of €1,500.

For electric-assisted bicycles designed for urban use, the incentive is equivalent to 50% of the purchase price, including VAT, with a ceiling of €750.

For motorcycles, mopeds, tricycles and quadricycles, the support is also 50% up to €1,500. For this type of vehicle, the Government has set aside €750,000, which could cover 500 incentives.

For cargo bicycles, with or without electrical assistance, the total support allocated is €1.2 million, which could cover 800 incentives.
