Lusa - Business News - Portugal: Climate agency pays over €155M in first half of December on efficiency

Lisbon, Dec. 21, 2025 (Lusa) - Portugal's Climate Agency (ApC) paid €155.1 million in the first half of December to finance sustainable mobility, forestry, water and energy efficiency policies, such as the E-Lar and Vale Eficiência programmes, the government announced on Sunday.

In a statement, the Ministry of the Environment details that of the €155.1 million, almost €140 million relates to payments financed by the Environmental Fund, and more than €15 million to payments through the Recovery and Resilience Plan (RRP).

Support from the Environmental Fund has a "strong impact on climate change mitigation and adaptation, rural fire prevention, sustainable mobility and ecosystem protection," the ministry said.

Of the total funding, €89 million relates to transfers of revenue from the European Emissions Trading Scheme (ETS) to finance environmental and climate policies, and €36.6 million was allocated to the Incentiva +TP programme, "aimed at strengthening public transport and reducing emissions".

In the area of forestry, the ministry states, "measures such as the financing of forest firefighting teams (€11.6 million), the Floresta Ativa programme, programme contracts with common land federations, projects to eradicate invasive species, and awareness-raising and reforestation actions were also supported".

In relation to water and coastal protection, the ministry states that "support was provided for projects under the “Water that Unites” Strategy, the ecological rehabilitation of rivers and streams, coastal studies and the enhancement of river beaches".

As for the amounts paid with PRR funds, totalling €15.7 million in the first half of December, the ministry specifies that the amounts are used to finance "interventions in public, residential and service buildings, programmes such as E-Lar and Vale Eficiência, projects for electricity grid flexibility and energy storage, as well as investments in the sustainable bioeconomy and the transformation of the landscape in vulnerable forest areas".

The Environmental Fund's E-Lar programme supports the purchase of electrical appliances (such as electric ovens, electric hobs and electric water heaters) for citizens who benefit from the Social Electricity Tariff (TSEE), people with electricity supply contracts for properties covered by the "More Sustainable Neighbourhoods" programme, and other individuals.

The Efficiency Voucher aims to support economically vulnerable families in combating energy poverty by providing a non-repayable grant to finance the installation of heat pumps, solar thermal systems, boilers and biomass stoves.
