Lusa - Business News - Portugal: Airlines for Europe (A4E) allow two items of luggage free of charge

Brussels, July 2, 2025 (Lusa) - The European airline association Airlines for Europe (A4E) confirmed on Wednesday that its members will allow passengers to carry one piece of cabin baggage and one smaller item, typically placed under the seat, free of charge.

On 5 June, European Union (EU) transport ministers decided that passengers taking a flight within the EU will be entitled to carry on board, at no extra cost, a personal bag, such as a handbag or backpack, and a small piece of hand luggage, the size of which is included in the air transport rules, which have remained unchanged for 11 years.

You may place personal bags under the seat in front with maximum dimensions of 40x30x15 centimetres and hand luggage with maximum dimensions of 100 centimetres and a weight of up to seven kilograms.

The Portuguese airline TAP and the low-cost airlines Easyjet and Ryanair are members of A4E.

The European decision follows a ruling by the Court of Justice of the EU, which ruled that airlines must allow passengers to carry hand luggage without imposing a surcharge, provided that the luggage meets reasonable requirements in terms of weight and dimensions and complies with the applicable safety requirements.
