HINA - Croatian Ministry invites cities and municipalities to join housing programme for young people

ZAGREB, 11 Jan (Hina) - The Ministry of Physical Planning, Construction and State Assets on Friday announced a call for cities and municipalities in assisted areas to apply by 25 February to participate in the Housing Care Programme for Young People and Young Families.

The goal is to provide young people with affordable housing, which is one of the main goals of the first strategic document - the National Housing Policy Plan until 2030, which is in public consultation until 30 January.

The Ministry has posted its Public Call for Proposals from interested local government units in assisted areas on its website.

The deadline for implementing the National Housing Care Programme for Young People and Young Families is the end of 2029.

Municipalities and cities participate in it as partners and invest construction land with or without buildings in their ownership for the purpose of constructing or renovating buildings that will be used by young people under the age of 45 or young families.

Along with the application, it is necessary to propose one of the implementation models - repair, renovation or reconstruction of state-owned family houses or construction of replacement or new state-owned family houses.

The third model is repair, renovation or conversion of state-owned multi-apartment buildings, and the fourth is construction of new state-owned multi-apartment buildings.

After the application deadline, the Ministry will conclude an Interdepartmental Cooperation Agreement with the selected municipalities and cities, which will define all rights and obligations of partners in the implementation of the Programme.

The new buildings will be managed by the Ministry of Physical Planning on behalf of the Republic of Croatia, and with the beneficiaries selected on the basis of decisions made by municipalities and cities, lease agreements will be concluded in accordance with the Act on Housing Care in Assisted Areas.

Financial resources for the implementation of the programme have been provided within the framework of the Competitiveness and Cohesion Programme (CCP 2021-2027), in the amount of 40 million euros (85 percent), while the contribution of the Republic of Croatia (15 percent) in the amount of six million euros will be provided in the state budget.
