Praia, Nov. 5, 2024 (Lusa) - Cabo Verde's government has published legislation that creates and regulates the new Justice Portal, a one-stop shop for citizens, companies and judicial operators to access the sector's digital services.
"It is intended that the Justice Portal, accessible at the electronic address www.justiça.gov.cv, will be able to support multiple actions, providing a wide range of interactive and transactional services that will be designed and implemented in a progressive and gradual manner over the next few years," the government announced on Monday.
The offer goes "beyond the registry, notary and identification sector, by encompassing and establishing interconnection or relationships with the information systems, databases and files of the public administration," it added. "The government's main objective is to make the provision of services in the justice sector more convenient and accessible and, as a result, to significantly alleviate face-to-face demand in the different areas, from registries, notaries and identification to courts and other services."
The management and maintenance of the portal is to be entrusted to "a service or entity to be created, under the terms of the law, under the supervision or superintendence" of the member of the government who leads the Justice area - who, in the meantime, may "appoint a technical manager" or delegate the competence "to a service or entity under his dependence".
The Núcleo Operacional para a Sociedade de Informação (NOSI), a public company, will be the technological partner of the management entity, responsible for integrating the new portal with the rest of the public administration's digital services.
The aim is to "ensure that the provision of public services in the justice sector takes place, whenever possible, through the Justice Portal," the text states.
Cabo Verde processed 25,000 court cases during the 2023/2024 judicial year, according to data from the Superior Council of the Judiciary (CSMJ) released in September that also shows that 13,038 were resolved and 11,951 remained pending for the 2024/2025 judicial year.
Carmem Martins, president of the first specialised committee of the Cabo Verde parliament, on Thursday presented a report on the situation in the sector, pointing to an "urgent need for strategies to increase the productivity and efficiency of the Public Prosecutor's Office, especially in resolving cases and reducing backlogs."
