Lusa - Business News - Portugal: Recovery, Resilience Plan audit team mandate may be extended - govt

Lisbon, Oct. 9, 2026 (Lusa) - The mission of the «Recover Portugal» team, responsible for monitoring the implementation of the Recovery and Resilience Plan (PRR), has a mandate that is due to end in 2028, but may be extended, the Government has decided.

The Cabinet has decided «to establish that the mission of ‘Recuperar Portugal' will run until 31 December 2028», according to a resolution published in the official government gazette.

However, this mandate may be extended by resolution of the Cabinet, «taking into account the degree to which the objectives have been met» by the body led by Fernando Alfaiate.

In the resolution, which adapts Recuperar Portugal to the final phase of the PRR closure, the Cabinet specified that the entity should coordinate this phase, being responsible, for example, for organising the closure of investments and reforms, drafting the final PRR report, fulfilling reporting obligations, and responding to verifications, checks, audits and investigations by the European Commission, the European Court of Auditors, the European Anti-Fraud Office (OLAF) and, where applicable, the European Public Prosecutor's Office (EPPO).

Recuperar Portugal must also ensure the reporting of irregularities and the preservation and security of data and documents relating to the implementation and closure of the plan.

This month, the Government approved a funding facility of up to €200 million to ensure the completion of works associated with the PRR that are still ongoing.

«What was decided at the Cabinet is that we will ensure that the works currently under way will not come to a standstill,» said Manuel Castro Almeida, minister of the economy and for territorial cohesion, on 1 October during the briefing following the Cabinet meeting, which took place in Guarda.

According to the minister, the works may be completed provided that the respective beneficiaries commit to finishing them by December 2027.

The PRR is designed to implement a series of reforms and investments with a view to restoring economic growth.

As well as aiming to repair the damage caused by Covid-19, this plan is intended to support investment and create jobs.
