Lisbon, Sept. 11, 2026 (Lusa) - Taxi trade associations and Lisbon City Council are signing a protocol on Friday on fixed fares for journeys starting at the Lisbon Airport taxi rank, which will now cost €16 or €19 depending on the zone.
The agreement, which comes into force on 15 October, establishes a self-regulatory framework aimed at «enhancing price transparency, improving service quality and protecting users» during a transitional period until the adoption of a specific municipal regulation for the sector.
Consequently, from 15 October, taking a taxi from the arrivals hall at Lisbon Airport will cost €16 for Zone 1, covering the areas closest to the airport, namely the parishes of Alvalade, Areeiro, Avenidas Novas, Beato, Lumiar, Marvila, Olivais, Parque das Nações, Penha de França and Santa Clara.
Zone 2, meanwhile, will have a fixed fare of €19 and includes the parishes of Ajuda, Alcântara, Arroios, Belém, Benfica, Campolide, Campo de Ourique, Carnide, Estrela, Misericórdia, Santa Maria Maior, Santo António, São Domingos de Benfica and São Vicente.
The Protocol on Cooperation and Self-Regulation for the Taxi Service at Lisbon Airport is being signed today at Lisbon City Hall and is the result of an agreement with the Portuguese Taxi Federation and ANTRAL – the National Association of Road Transport by Light Vehicles.
ANA – Aeroportos de Portugal and the Lisbon Tourism Association (ATL) are also signatories to the protocol.
One of the main new features is the widespread introduction of the Lisbon Tourism Association's voucher system, which will now set fixed prices for journeys originating at the airport.
Journeys to parishes in zone 1 will cost £16 during daytime hours on weekdays, whilst journeys to zone 2 will cost €19. During night-time hours, between 10:00 p.m. and 7:00 a.m., at weekends and on public holidays, the fares rise to €20 and €23 respectively.
For vehicles with a capacity of more than four seats, and when they are actually carrying more than four passengers, the voucher amount is €20 for Zone 1 and €23 for Zone 2. On public holidays, at weekends and during night-time hours, the amount is €24 or €28, depending on whether it is Zone 1 or Zone 2.
The protocol also stipulates that all participating taxis must offer electronic payment methods, including bank cards and MB Way, and that drivers must not charge any additional fee based on the payment method used.
Another key measure involves «the creation of an operational accreditation system for access to the airport taxi rank», FPT president Carlos Silva explained to Lusa, adding that «only vehicles registered by the associations or which formally adhere to the protocol's commitments may take part in the scheme».
«It will apply exclusively to those that sign up; the system will identify the cars by their number plates, and the driver will have to swipe a card» at the gate system to be installed at the airport, explained Carlos Silva.
According to Silva, this is a protocol that associations representing taxi drivers have called for «for over a decade,» and it has finally been introduced; it could help promote professionalism in the sector by encouraging only qualified operators to work in the sector.
Thus, as he explained, passengers will be able to purchase a voucher at the Turismo de Lisboa counter in the arrivals area or pay directly in the taxi, «because any taxi waiting in the taxi rank will be obliged to charge the pre-established flat-rate fare (with all surcharges and even tolls included)».
Under the agreement, in terms of service quality, the protocol subjects drivers to requirements regarding appearance and professionalism, including the obligation to wear appropriate clothing and to ensure that vehicles are clean and equipped with fully functional payment terminals.
The document also provides for implementing a service quality monitoring system, based on complaint handling and audits carried out by industry associations.
The signatory bodies will set up a monitoring group that will meet regularly to assess the implementation of the measures and prepare the future regulatory framework.
Under the protocol, Lisbon City Council undertakes to initiate the necessary procedures to approve a municipal by-law under Decree-Law No. 101/2023, thereby establishing a permanent solution for the taxi service operating from Lisbon Airport.
The protocol also emphasises that the figures «are not official fares imposed by Lisbon City Council»; they are prices set by the Lisbon Tourism Association (ATL) and voluntarily accepted by the taxi associations that sign up to the protocol. In other words, this is a self-regulatory mechanism until a specific municipal regulation for airport taxis is in place.
The PSP conducted a recent inspection operation at the Lisbon Airport taxi rank on 1 August 2026 and detected 67 offences among around 100 taxis inspected.
