Lusa - Business News - Mozambique: Govt plans to triple domestic public investment by 2029 to €475M

Maputo, Aug. 20, 2026 (Lusa) - The Mozambican Government plans to almost triple the amount of domestic public investment available by 2029, to 34.7 billion meticais (€475 million), with the largest share being allocated to infrastructure, according to data compiled on Thursday by Lusa.

The new Medium-Term Fiscal Scenario (CFMP), a document recently approved by the Cabinet as part of the fiscal consolidation and financing strategy for the targets set out in the Government's Five-Year Programme and the National Development Strategy, sets out the priorities for public investment up to 2029.

According to the 2027–2029 CFMP, the amount of available domestic investment – corresponding to the portion of domestic resources that the Government can allocate to priority programmes and projects after covering fixed expenditure and other budgetary commitments – is expected to rise from 15.2 billion meticais (€208 million) in 2027 to 21 billion meticais (€287 million) in 2028.

In 2029, the amount is expected to reach 34.7 billion meticais (€475 million), the document states.

Furthermore, and for the first time, it sets out quantitative criteria for the selection of public investment projects, stipulating that alignment with the Government's Five-Year Programme and the National Development Strategy will account for 35% of the assessment, followed by economic and social impact at 25%, institutional implementation capacity at 20%, territorial equity at 10%, and the capacity to mobilise additional funding, also at 10%.

The Government states that these criteria aim to ensure «rationality in the allocation of resources» and to improve the efficiency of public investment.

Infrastructure, organisation and spatial planning are set to account for 30% of the planned resources, constituting the main focus of domestic investment until 2029. Next come the pillars of structural economic transformation and social and demographic transformation, both with 23% of the planned allocation.

The area of national unity, peace and security is set to receive 18% of resources, whilst initiatives linked to environmental sustainability and climate change will account for 6%.

In the case of infrastructure, the Government plans to invest around 3.8 billion meticais (€52 million) in 2027, rising to 5.4 billion meticais (€74 million) in 2028 and to 10.1 billion meticais (€138 million) in 2029.

According to the document, the priority given to infrastructure reflects the need to expand and rehabilitate economic and social infrastructure considered essential for economic growth and the provision of public services.

The investment targets come against a backdrop of fiscal consolidation, in which the Government aims to reduce public debt from 72.2% of Gross Domestic Product (GDP) in 2025 to 67.1% in 2029, whilst simultaneously preserving resources for areas considered strategic to the country's development.
