Lusa - Business News - Angola: Central bank, interior ministry ink deal to help prevent financial crime

Luanda, Aug. 3, 2026 (Lusa) - The National Bank of Angola (BNA) and the ministry of the interior on Monday pledged to work in coordination to strengthen the prevention, combating and suppression of illicit financial activity in Angola, notably counterfeiting, financial fraud and cybercrime.

This commitment is set out in a cooperation agreement signed in Luanda between the Governor of the BNA, Manuel Tiago Dias, and the Minister of the Interior, Manuel Homem.

The agreement also establishes a framework for institutional collaboration aimed at promoting education, inclusion and financial literacy amongst the staff of the ministry of the interior (Minint).

According to the Governor of the BNA, this step reflects the institution's commitment to stability, security and confidence in the national financial system, emphasising that its importance rests on two strategic pillars, namely the promotion of financial education and literacy amongst Minint staff.

As part of this partnership, he explained, training, capacity-building and awareness-raising initiatives will be developed to promote better management of personal and household finances, encourage the safe use of financial products and services, and «expand access to financial payment methods, with a particular focus on mobile payments».

«We believe that financial literacy is an essential tool for economic citizenship. Better-informed citizens make more informed financial decisions, protect their resources more effectively, reduce their exposure to fraud and contribute to a more robust, inclusive and trustworthy financial system,» he noted.

Dias also emphasised that the second aspect of this protocol focuses on the prevention, combating and suppression of illicit financial activity and other practices that «undermine the integrity of the financial system and our country's economic security».

«This cooperation will strengthen the State's capacity to respond to phenomena such as counterfeiting of the currency, fraudulent schemes and pyramid schemes, cybercrimes affecting the financial system, illegal foreign exchange operations, money laundering, the financing of terrorism and other practices that harm citizens and our economy,» he said.

For his part, the Minister of the Interior, Manuel Homem, highlighted the «strategic importance» of the protocol, noting that it strengthens the ties of cooperation between the two institutions and bolsters citizens' trust in public institutions.

The minister expressed his conviction that the legal instrument brings together tools and guidelines to promote financial literacy and inclusion, not only amongst the staff of the body he oversees, but amongst the entire Angolan population.

«In the area of preventing and combating unauthorised financial activity, we are equally convinced that training initiatives, the exchange of experiences and the sharing of best practice will contribute significantly to the improvement of investigative methods,» he said.

For him, preventing and combating financial crimes «is not only the responsibility of the BNA, but a collective responsibility and a strategic priority for any state that wishes to ensure the stability of its financial system».
