Lusa - Business News - Mozambique: Eni issues turn-key tender for third Rovuma FLNG platform

Maputo, June 24, 2026 (Lusa) - Mozambique Rovuma Venture (MRV), led by Eni, on Wednesday launched an international call for expressions of interest for the construction and installation of a third floating liquefied natural gas (FLNG) production unit.

According to the call for expressions of interest, to which Lusa gained access today, the consortium led by the Italian oil company is seeking to identify companies interested in carrying out an EPCIC (Engineering, Procurement, Construction, Installation and Commissioning) contract for a new large-scale FLNG unit to be deployed in the deep waters of Area 4 of the Rovuma Basin, off the coast of Cabo Delgado, with a capacity of up to six million metric tonnes per annum (mtpa) of liquefied natural gas (LNG).

The scope of work for this tender, which is open until 3 July, includes the complete delivery of the FLNG unit, from engineering and procurement through to construction, transport, mooring, commissioning, operational start-up and performance testing, for operation in waters approximately 2,000 metres deep.

Bidders must demonstrate experience in FLNG projects or comparable offshore ventures carried out over the last ten years, present technological solutions for liquefaction, and identify the suppliers of the mooring and storage systems to be used on the future platform.

The tender comes just over a month after Eni confirmed to Lusa that it is assessing the progress of a third FLNG project in Mozambique, following Coral Sul – which has been in production since 2022 – and Coral Norte, for which the final investment decision was signed in October 2025.

In a response sent to Lusa in May, the Italian oil company emphasised that the Rovuma Basin “has significant natural gas reserves, enabling not only the implementation of ongoing projects but also creating opportunities for new developments”.

“In this context, Eni is currently assessing the possibility of proceeding with a third project based on FLNG technology, the success of which has been demonstrated by the Coral Sul (south) FLNG project,” the company added at the time.

Coral South, Africa’s first ultra-deepwater floating liquefied natural gas platform, currently produces around 3.4 million tonnes of LNG per year.

The second unit, Coral Norte (north), representing an investment of US$7.2 billion (€6.2 billion), is expected to come on stream in 2028 and double Area 4’s LNG production capacity.

At the signing of the final investment decision for Coral Norte in Maputo, Eni’s chief executive, Claudio Descalzi, stated that the new platform would elevate Mozambique to the position of Africa’s third-largest producer of liquefied natural gas, behind only Nigeria and Algeria.

According to Eni, Coral Sul has already carried out more than 120 LNG shipments since production began and is expected to generate around US$16 billion (€13.7 billion) in tax revenue over the project’s lifetime.

Coral Norte is expected to contribute around US$23 billion (€20.1 billion) in tax revenue to the Mozambican state over its 30 years of operation.

MRV is the entity representing the concessionaires in Area 4 of the Rovuma Basin, including Eni, the National Hydrocarbons Company (ENH), China’s CNPC, South Korea’s Kogas and XRG from the United Arab Emirates.

Mozambique has three approved mega-projects for the exploitation of natural gas reserves in the Rovuma Basin, considered to be among the largest in the world. These include TotalEnergies’ Mozambique LNG project, which has now resumed after several years of suspension due to insecurity in Cabo Delgado, and the Rovuma LNG project, led by ExxonMobil, which is awaiting a final investment decision later this year.
