Lisbon, May 27, 2026 (Lusa) – The Sustainable 2030 programme, a state environmental funding scheme, has opened a tender with a budget of €40 million to finance energy and water efficiency investments in Portugal's public administration buildings, offering non-repayable grants of up to 85%.
The economy and territorial cohesion and the environment and energy ministries explained in a joint statement on Wednesday that the funding targets the decarbonisation of public administration buildings.
This includes improvements to the thermal insulation of walls, roofs and floors, the replacement of inefficient windows, doors and lighting systems, and the installation of ventilation and natural lighting systems.
The tender also covers installing air conditioning systems, solar panels and other renewable energy production equipment for self-consumption.
Water efficiency measures, such as solutions to reduce water loss and systems to harvest rainwater or reuse water are also eligible.
The government said the support also covers expenses for purchasing equipment and monitoring systems, drafting plans and projects, and civil construction work.
Economy and Territorial Cohesion Minister Manuel Castro Almeida said the measure represents “a fundamental step to modernise central government buildings, providing them with more sustainable and efficient conditions.”
He added that the state would set a good example by reducing consumption and energy bills, contributing to the necessary climate transition.
Environment and Energy Minister Maria da Graça Carvalho said in the same statement that these interventions were essential to accelerate decarbonisation, improve energy independence and guarantee greater comfort and quality for people working in and using public services.
Public administration entities across the mainland can submit applications over three phases: the first phase ends on 20 August, the second on 21 December, and the third on 22 March 2027.
