Praia, 15 Apr 2026 (Lusa) – Cabo Verde has signed a memorandum of understanding with the International Civil Aviation Organisation (ICAO) to establish an aviation academy, which will train national instructors in strategic areas.
The agreement signed on Tuesday “lays the foundations for the future academy to be recognised as a member of the ICAO programme, enabling the implementation of certified training aligned with the international organisation’s standards and recommended practices," the Civil Aviation Agency (AAC) announced on Wednesday.
The agency adds that the creation of the Civil Aviation Academy is a step towards joining the ICAO’s TRAINAIR PLUS programme, which aims to raise training and competence standards for global civil aviation personnel.
The project provides for the training of national instructors, the development of courses recognised by the organisation, and the progressive delivery of training in strategic areas of civil aviation.
The formal agreement was signed by the leader of ICAO, Juan Carlos Salazar, and the Chair of the AAC, Mário Gomes, on the sidelines of the Global Implementation Support Symposium (GISS), which is taking place from Tuesday to Thursday in Marrakesh, Morocco.
Cabo Verde is represented at the event by the minister for tourism and transport, José Luís Sá Nogueira, and by aviation sector officials from around the world.
The forum, organised by ICAO, promotes global dialogue on the sustainable development of aviation and strengthens cooperation between states and strategic partners.
The initiative aims to involve all countries in the application of common safety, security and environmental standards established by the organisation.
On the first day of the meeting, the Cabo Verdean minister took part in a ministerial roundtable, where he shared his country’s vision for the sector, focusing on the training of human resources, the development of the sector and a commitment to concrete actions over the next 12 months.
According to the Ministry of Tourism and Transport, participation in the meeting reinforces Cabo Verde’s position as a strategic Atlantic hub and its commitment to safer, more inclusive and sustainable aviation.
