Lusa - Business News - Portugal: 'Not normal' state paid Neeleman to free himself of TAP

Lisbon,June.1,2023(Lusa)- Former Secretary of State Sérgio Monteiro said on Thursday that it was "abnormal" that the state paid €55 million to David Neeleman in 2020 for him to free himself of TAP's problems, which he left for that taxpayers.
"What was abnormal was paying a private shareholder to get rid of the problem and that the problem was left for us," the former secretary of state for infrastructure, transport and communications in the PSD/CDS-PP government, who was involved in the privatisation of the flagship airline in 2015, told the TAP enquiry commission.
The former ruler was referring to the aid to TAP in 2020, following the difficulties caused by the Covid-19 pandemic, in which the company returned to state control, paying the private shareholder David Neeleman €55 million to leave the airline.
Sérgio Monteiro stressed that that decision by the PS government "does not exhaust the €3.2 billion of aid" because it was necessary to go and ask for money and was, therefore, a "simple calculation to make": "it costs us more than €200,000 a day just in interest on the money we injected".
The former secretary of state said that there was another alternative, which was to take out loans with state guarantees, "keeping the shareholder of the industry in the capital and, above all, not exempting it from its responsibilities, like all the other member states".
Sérgio Monteiro said that the 2015 contracts, when the company was sold to Altantic Gateway, owned by David Neeleman and Humberto Pedrosa, "allowed an intervention of this kind, as soon as it was politically understood to be relevant, and with adequate counterguarantees to that public guarantee", such as the State taking over part of the capital.
"Even if another more muscular intervention was chosen, [...] there would have been no payment of any value to the private shareholder for its exit," Sérgio Monteiro added, referring to the potential right that the state would have, with the 2015 contracts, to acquire TAP, paying 10 million euros and taking over the entire capital of the company, keeping the total capitalisation of over 220 million euros, made by David Neeleman through the so-called Airbus funds, as well as all the assets and liabilities of the company.
The former leader also rejected the idea that the privatisation was done "in a hurry, on a November night and with the government already dismissed", giving as an example the working group that began work in October 2014 and which aimed to involve the unions in drawing up the specifications for the privatisation, which would be approved by the Council of Ministers in January 2015.
As for the new privatisation that the PS government intends to carry out, Sérgio Monteiro said he hoped it would be successful and that the amount to be raised by the state would serve to reduce the debt incurred for the aid in 2020.
"Today, TAP is adequately capitalised, [...] but it is privatised, I believe, because it is recognised that it is the best way for its future development. We also believed this in 2015," Sérgio Monteiro concluded in his opening remarks.
