Lisbon, Nov. 23,2022 (Lusa) - Portugal's main opposition in parliament, the centre-right Social Democratic Party (PSD), has submitted 12 questions to the Socialist prime minister seeking clarification on statements made by a former governor of the Bank of Portugal on the resolution of the bank Banif and the removal of an Angolan businesswoman from the board of BIC.
In the request, which the PSD's leader, Luís Montenegro, announced on Tuesday evening in Guarda and which Lusa saw on Wednesday, the PSD members write that the former Bank of Portugal, Carlos Costa, had recently - in his book 'O Governador' and at its launch and in interviews that followed - "made statements about alleged political meddling by the prime minister, António Costa, in the context of the removal of Angolan businesswoman Isabel dos Santos from the EuroBIC bank, as well as precipitating the resolution of the bank Banif."
The prime minister has described these statements as "false and offensive" and said that he will sue Carlos Costa.
The PSD parliamentary group states that the set of questions that it is directly addressing to the prime minister are justified given that it is "of the utmost importance that a thorough investigation of the interactions between the Prime Minister and the former Governor" is carried out, and it is "in the national interest" that the prime minister provide "the necessary clarifications as soon as possible."
The PSD members put four questions to António Costa "about [his] intervention in the process of evaluation of the suitability of Isabel dos Santos for the management of EuroBIC" - the Portugal-based offshoot of BIC, an Angolan bank.
Firstly, whether the prime minister confirms that he spoke by telephone to the then governor of the central bank, "approaching him regarding a possible decision by the Bank of Portugal on the suitability of ... Isabel dos Santos for the purposes of authorisation to perform duties on the Board of EuroBIC."
On the other hand, if in this phone conversation "he disagreed with a possible non-recognition of the suitability" of the Angolan businesswoman "because she is the daughter of the President of a friendly country or because it was considered inopportune to do so at that time.
"Were you contacted by Isabel dos Santos and/or [her colleague] Fernando Teles following the meeting they had with Carlos Costa in which the assessment of their suitability for the purposes of performing management functions at EuroBIC was discussed?" ask the PSD members of parliament.
If this last question is answered in the negative, the PSD members want to know how the prime minister knew that the Bank of Portugal "was in the process of evaluating the suitability of these people and was seriously considering a decision of lack of suitability and consequent refusal or revocation of authorisation."
The remaining eight questions addressed to the prime minister are about the process of the resolution of Banif, which is also covered in the former governor's book: the PSD starts by asking if the prime minister confirms that "he contacted the European institutions (in particular the European Commission and the ECB)" after taking office "to prepare the resolution or sale in resolution scenario of Banif.
"Can you confirm that on the morning of 14 December 2015 you sent a written communication to the President of the European Commission and the President of the European Central Bank stating that Banif Bank was in a 'resolution process' and/or in a 'pre-resolution phase'?" the question reads.
The PSD members also want to know if this communication was made in coordination with the Bank of Portugal and how the prime minister explains the reference to "a pre-resolution phase" of the bank, when "what was ongoing at that moment was the sale process, in which there were candidates and proposals, and whose conclusion would have avoided the resolution scenario" leading to much higher costs.
"How do you explain that [television broadcaster] TVI reported, at 10 p.m. the night before the letter was sent, information that coincided with what was included in it as content and that was, presumably, only known to you and your Government?" they further ask.
The PSD members also want to know if, before the letter was sent, there was any contact between potential buyers of Banif and the government, and if there were any conversations between the government and the European Commission's Directorate-General of Communications (DG Com) regarding the sale of Banif, before the letter was sent.
"Were you informed by the then minister of finance, Mário Centeno [now Bank of Portugal governor] that when the sale process was still underway and before the resolution was decided, the minister himself made contacts with Banco Santander to negotiate the sale in the context of resolution and contacted the European authorities requesting the support and viability of this sale when the competitive process of sale outside resolution was underway?" is the final question.
Speaking in Guarda on Tuesday, the PSD's leader, Luís Montenegro, said that the party had opted to send these questions to the prime minister because it is "not one of those who propose parliamentary committees of inquiry every week" but that it would not completely rule out taking such a route in future.
"We may even have a parliamentary inquiry into this matter," he said. "I don't know. But for now, today, we are addressing concrete questions to the prime minister."
The right-populist party Chega this week submitted to parliament a plan for an ad-hoc parliamentary commission of inquiry to "investigate possible interference by the Prime Minister in the autonomy of the Bank of Portugal to protect the daughter of the President of Angola" - but it would need the support of the PSD to move forward, since the signatures of at least 46 members are needed and Chega has only 12. The other parties in parliament have just 21 seats in total.
