Lusa - Business News - East Timor: European Union signs funding for decentralisation




Dili, Feb.27,2020 (Lusa)-The European Union on Thursday signed a financing agreement with East Timor to support the process of decentralisation in the country, worth a total of €15 million, with the largest share going directly to the country’s budget.
The financing agreement - signed on Thursday by the European Union Ambassador in Dili, Andrew Jacobs and the minister of foreign affairs, Dionísio Babo - provides for €11.25 million for direct budget support and €3.25 million to fund complementary measures to be implemented by the United Nations Development Programme (UNDP).
The new Programme to Support the Deconcentration and Decentralisation Process in East Timor aims to contribute to the sustainable development of East Timor, bringing governance, public administration and services closer to the people, paying special attention to the needs and priorities of people living in vulnerable situations, according to the EU.
In line with East Timor’s strategy in this area, the programme will support the government's processes of administrative deconcentration and decentralisation, particularly concerning the creation of local authorities, including the revision of the legal framework for the organisation and functioning of local authorities and municipal administrations.
UNDP will implement a complementary project with support to the National Parliament, namely the Constitutional Affairs, Justice, Public Administration, Local Government and Anti-Corruption Commission and the Public Finance Commission.
The intention is to hold informed discussions and increase awareness of the decentralisation process among the Timorese population, foster the capacity of local services and develop the new Municipal Portal.
Welcoming the European support, Dionísio Babo said that decentralisation can promote State Institutions to be stronger, legitimate and sustainable.
It will also create opportunities for all citizens to participate democratically in national development, helping to establish more effective public services for the people of East Timor.
Jacobs recalled that this is the third European Union budget support programme in East Timor, reaffirming the country's commitment to sustainable development.
"Our support aims to improve the institutional and legal frameworks of the decentralisation policy, to increase the capacity of local administrations to better serve the population, to empower women, to improve contracting procedures and service delivery, both in Dili and in the municipalities," he said.
The funds announced on Thursday will be made available in five annual tranches between 2020 and 2024.
With a strong emphasis on training in the workplace, training for trainers (women and men), as well as strengthening public training institutions the programme wants to go beyond mere technical assistance to strengthen national skills.
Jacobs said the programme is aligned and will complement other activities with ongoing European support, such as the partnership to improve service delivery through strengthening Public Finance Management and Supervision in East Timor (PFMO), an initiative co-funded by the EU and Camões - Institute for Cooperation and Language.
"This programme will contribute to human rights by improving service delivery to the population, especially to the most vulnerable situations in rural areas, supporting citizenship and promoting participation in local governance and facilitating access to basic needs and justice," Jacobs said.
