Lusa - Business News - Portugal/CPLP: Swapping debt for green investment 'only complementary' - IMF

Washington, April 19, 2024 (Lusa) - The International Monetary Fund (IMF) economist responsible for coordinating its latest report on sub-Saharan Africa argued on Friday that exchanging public debt for green investments - as Portugal has already done with some Portuguese-language countries in the region - can only act as a complement to the main solution, which is to avoid increasing debt.
Guinea-Bissau, Angola, Mozambique, Cabo Verde and Sao Tome and Principe - all members of the Community of Portuguese Language Countries (CPLP) - are among the the region's countries.
"The issue of debt restructuring is very complex, and climate finance is very important, but it's better to have the two processes separate," replied the IMF's Thiebault Lemaire, in an interview with Lusa, when asked about Portugal's agreement with Cabo Verde and Sao Tome to exchange debt for green investments.
Emphasising that he was not commenting on this particular initiative, but on the idea in general, the economist explained that "these instruments are useful in some circumstances but have a low probability of being a universal solution for countries facing debt problems."
The instruments launched by Portugal, Cabo Verde and Sao Tome "should not replace traditional debt relief or concessional financing, including for climate change mitigation, but they can be useful complements to this process," said Lemaire in the interview, on the day that the IMF released its latest Regional Economic Outlook report for sub-Saharan Africa.
According to the economist, the process of pardoning debt if the debtor country uses the money for green investments that boost the energy transition and renewable energies can bring advantages, because it frees up budgetary scope that, in turn, can lead to an increase in the country's credit rating (the risk assessment of its debt), so favouring cheaper loans.
But "in most cases it is more efficient to solve debt problems through traditional initiatives, such as the Common Framework [created by the IMF and the G20 for debt restructuring] and the use of climate and concessional finance," Lemaire argued.
Portugal has agreed with Cabo Verde and Sao Tome on bilateral debt relief in exchange for climate investments of the same value, with the agreement providing for €12 million in the case of Cabo Verde and for €3.5 million for Sao Tome.
The idea, which is likely to be extended to other Portuguese-language countries in Africa, is to set up an international fund, in the case of Cabo Verde, and a national fund, in the case of Sao Tome, into which Portugal will channel the amount paid by the two countries - a mandatory procedure so that there is no debt forgiveness or restructuring, from a financial point of view, which could lead to downgrades in the rating and in investors' assessment of the countries' credit quality.
According to data from the Bank of Portugal, the total bilateral debt owed by Portuguese-language countries in Africa to Portugal at the end of 2022 was €2.565 billion, with Angola responsible for €1.054 billion, in a list in which Sao Tome has the smallest outstanding amount, at €84 million.
