Lusa - Business News - Portugal: State business sector governance needs improving - minister

Lisbon, June.14,2024 (Lusa) - Portugal's Cabinet office minister, António Leitão Amaro, on Friday stressed the need for the governance of the State Business Sector (SEE) to be improved, indicating that this also includes the dimension of performance evaluation.
Leitão Amaro was speaking at the end of the Cabinet meeting in which he was asked whether the boards of directors of the companies that are part of the SEE will also be audited, similar to what will be done in relation to hospital management boards.
Starting by recalling that the government's programme foresees a reform of the State Business Sector on the horizon of the legislature, the Cabinet office minister said that this is a sector "that really needs attention".
It is, he said, a sector that "uses, consumes and invests a large quantity of resources with very different and diverse results", arguing that "the country needs to improve the governance of the SEE", and that this "also includes the dimension of performance evaluation".
On Wednesday, during a hearing in parliament, the minister of health, Ana Paula Martins, announced that the government will create a commission to audit hospital management boards.
At the time, Ana Paula Martins said that this is an important measure to increase the efficiency of the national health service and that her aim "is not to harass [the boards of directors], it's to support them and help them fulfil their mission".
In its programme, the executive led by Luís Montenegro states, with regard to the SEE, that "the activities, the way in which they operate, the origin of the income and the nature of the expenditure, as well as the public service objective are very different, which can make it difficult to analyse their performance", but that, despite this, the state must "identify and signal the specific objectives for each sector of activity, without prejudice to safeguarding the autonomy of the boards of directors"
