Lusa - Business News - Angola: World Bank supporting $500M boost for higher education

Luanda, June 14, 2024 (Lusa) - The World Bank (WB) is supporting an Angolan government project aimed at strengthening skills in higher education, worth a total of US$500 million, the first phase of which was launched on Friday in Luanda.
The Higher Education, Science, Technology and Innovation Development Project (TEST) was presented by Angola's Minister for Higher Education, Science, Technology and Innovation, Maria do Rosário Bragança.
The Angolan minister stressed that higher education is a strategic pillar for the development of a more prosperous and equitable society, emphasising "its central role in empowering individuals, offering them the necessary tools to innovate, create and lead".
"Universities, institutes and colleges are not just teaching-learning institutions, they are places where creativity, innovation and learning to develop critical thinking must be exercised, they are true training grounds where leaders, entrepreneurs, scientists and visionaries of tomorrow are formed," she said.
Maria do Rosário Bragança emphasised that the government intends to guarantee decent, well-equipped facilities for higher education, with modern classrooms, laboratories, libraries and digital resources, as well as social support facilities, such as student residences, sports and leisure spaces, to promote "academic excellence and innovation".
The minister stressed that in order to guarantee the quality of teaching, there must also be qualified teachers, the "pillars of the education system", who "deserve decent working conditions, adequate pay and continuous professional development".
Given the current economic and financial difficulties, it is necessary to promote robust global partnerships, the minister continued, highlighting the financial support of the WB, through a loan, and the Global Partnership for Education, through a donation of US$50 million (€46.9 million).
In his speech, the WB representative in Angola, Juan Carlos Alvarez, said that this was the first time that the international financial institution had invested in Angolan higher education, in a project to be developed in several phases.
Alvarez pointed out that this financing instrument, with several phases, allows for "a longer time horizon, in this case ten years," and noted the long-term support of this financial institution for the Angolan government.
"We are very pleased to bring in a financial partner, the Global Partnership for Education, which is financing this operation with a grant of US$50 million," said the WB official, pointing out that, through this programme, they will help Angola "to transform the way teachers are trained".
The WB representative emphasised that these investments will benefit 150,000 higher education students, including teacher training institutions.
TEST includes three phases, the first worth US$150 million ( €140.5 million), the second US$175 million (€164.4 million) and the third US$175 million, totalling US$500 million (€469.7 million).
