Maputo, June.14,2024 (Lusa) - Mozambique's government plans to stagger working hours in Maputo by delaying the opening of large supermarkets and retailers by one hour, as well as that of civil service departments, in order to remove 55,000 passengers from the capital's roads.
According to a proposal by the Ministry of Transport and Communications, through the Maputo Metropolitan Transport Agency, that is being presented to various organisations, "around 850,000 journeys are made daily" in the capital, "of which 355,000 are by public transport and the rest by private vehicles.
"The city of Maputo, the political and economic capital of the country, is highly attractive to travellers because of the concentration of a wide range of institutions, services and activities that attract and generate a large number of passengers and private vehicles, producing peaks at rush hours that create congestion, accidents, pollution and long journey times and waiting times for public transport," reads the text of the proposal, to which Lusa had access on Friday.
"We have around 400 buses, 15 mixed vehicles and around 3,000 minibuses providing public transport services. In general, activities start between 7:30 and 8:00, which puts a lot of pressure on public transport," the document goes on. "The morning and afternoon peaks are sharp and the waiting time for transport is significant."
Specifically, the proposal for staggered opening hours foresees large supermarkets opening at 9 a.m., an hour later than at present, with the same happening to other retail outlets. In the civil service, the proposal involves delaying the start of work in the capital by one hour, from 7.30 a.m. to 8.30 a.m., with departments to close in future at 4.30 p.m., one hour later than at present.
The measure, the document adds, would "reduce the peak period, especially the morning peak" and also overcrowding on means of transport and "congestion, stress and accidents." It is also expected to increase "commercial speed on the network" with "an impact on reducing operating costs" and waiting times for public transport at peak times, as well as relieving the "concentration of passengers at stops and terminals.
"The staggering of working hours could cause a decrease in passengers in the morning in the order of 55,000 people in just one hour of difference," the document points out.
The proposal adds that the average travelling time per journey within the Maputo metropolitan area by private transport increased by 21.1 minutes over the decade to 2022, to 64.4 minutes, while for public transport the increase was 8.4 minutes, to 74.5 minutes.
According to the updated origin and destination matrix for 2022, "the number of vehicles entering Maputo has more than doubled and the number of people travelling from neighbouring municipalities increased from 350,000 to 600," it states. "The peak flow occurs between 5:00 and 9:00 and between 15:00 and 19:00."
The document adds that the city of Maputo is home to 121 secondary schools and universities, which "represent a universe of around 210,000 students" as well as "around 17,250 other entities" such as banks, health centres, supermarkets, wholesale and retail trade, municipal markets, insurance companies and ministries, "which attract and generate thousands of trips every day."
The proposal assumes that the change to the schedules will have to "take into account the Labour Law in force and the respective working hours" but stresses that, of the 20 institutions consulted, 17 gave a positive opinion.
The final document has yet to be submitted to the Ministry of Labour's advisory council "for a final decision" and would then go to the government, which in cabinet would have to "ascertain other legal provisions for its effective approval" by statute.
