Lusa - Business News - Portugal: Foundation with gaming monopoly 'owes €40,000 to Brazilian crime ring'

Lisbon, June.14,2024(Lusa)- The Santa Casa de Misericórdia de Lisboa (SCML), the state-run Lisbon-based foundation that has a monopoly on organising games of chance in Portugal, owes €40,000 to a Brazilian criminal organisation associated with drug trafficking, a manager of a gambling company bought by the Portuguese institution in Rio de Janeiro has revealed.
In its edition out on Friday, Expresso newspaper reports that the organisation in question is the First Capital Command (PCC), whose main source of income is drug trafficking, with tens of thousands of members inside and outside Brazil, including in Portugal.
This revelation was made at a meeting in November 2023 by a manager of MCE, the gambling company bought by SCML, and is contained in a document to which the Portuguese newspaper and the Brazilian magazine Piauí had access.
The debt is 200,000 reais, which corresponds to around €40,000.
According to Expresso, at the meeting referred to in this document a new representative in Rio de Janeiro of the Santa Casa administration was confronted with the need to pay the debt to the PCC and the fact that it related to an MCE operation in São Paulo.
On that date, SCML was already presided over by Ana Jorge, the former Socialist government minister who in May 2023 had replaced Edmundo Martinho, who has head of the SCML decided that it should invest in the gambling business in Brazil.
Three months earlier, Jorge had reported a series of irregularities related to the investments in Brazil to Portugal's office of public prosecutions.
Público newspaper revealed at the time that the SCML chief had commissioned the firm BDO to carry out a forensic and financial audit of the activities of Santa Casa Global, the subsidiary set up to steer all of SCML's international investments.
Expresso reports that the final version of this forensic audit was submitted to the SCML at the beginning of last month, but nothing is included in the report about the PCC.
The information about this criminal organisation is said to have been passed on through a parallel route.
In February 2021, a holding company, Santa Casa Global Brasil Participações, or simply SCG Brasil, was created for all business related to Brazil. This had been decided a month earlier by SCG Portugal, in minutes signed by its three directors: the then head of the SCML, Edmundo Martinho, Francisco Pessoa e Costa and Ricardo Gonçalves.
