Lusa - Business News - Macau: China market access limits Portuguese-speaking businesses - entrepreneurs

Macau, China, April,23,2024 (Lusa) - Businesspeople from Portuguese Language Countries argued on Tuesday that the difficulty in obtaining visas for China or residency in Macau is an obstacle to doing business with the Asian country.
Rui Rodrigues can list several barriers to business for Mozambicans in China. Difficulties in obtaining visas, the high cost of air travel and production limitations are just a few.
"At this stage, we just want to see the visa problem resolved for the time being, in other words, at least to gain access and resolve the issue of travelling," the representative of the consultancy firm Zhuhai Hengqin East Africa told reporters in Macau, on the sidelines of a meeting of businesspeople at the sixth ministerial conference of the Forum for Economic and Trade Cooperation between China and Portuguese Language Countries, known as Forum Macau.
Solving the visa issue is "a great starting point", since Mozambican businesspeople recognise "a lot of difficulty in accessing documentation and a lot of bureaucracy" in order to visit China.
Obtaining residency in Macau could be the next step: "Next, logically, we'll try to talk about the residency problem, because investors also want to resolve it in a stable way so that they can continue with their investments," he said.
More specific measures for residence are also an aspiration of the Portuguese business community, according to a representative of the Portuguese Agency for Investment and Foreign Trade (AICEP).
"The feedback we get from our entrepreneurs is that, in fact, they would like and are looking for a regime that is more specific, that is, from an administrative point of view, more expedient. And it's legitimate that this should be the case for all these administrative processes and for obtaining residency," said Luís Rebelo de Sousa.
The executive member of AICEP's Board of Directors noted that "this greater diligence" could "obviously contribute to Macau being a more competitive region for attracting Portuguese investment".
Unless an exception regime is created, at the moment access to the Macau Resident Card (BIR) "is only for people who meet talent criteria", as stipulated by the regime for attracting qualified staff, approved last year, José Pereira Coutinho, a Portuguese lawyer and member of the Macau Legislative Assembly, told Lusa.
"The way it's done [the law] at the moment, I don't see a window that can actually meet those conditions, but if the entrepreneur, in professional terms, meets the conditions that are established under the new law, it's possible. But only as an entrepreneur, a simple entrepreneur, I don't see that there's any follow-up," he added.
"I think it should be in Portugal's interest to try to find a strategy here, because Macau is important for our relations," reacted a member of the Portugal-China Young Entrepreneurs Association, also present at the meeting.
Pedro Ferreirinha believes that Macau is still an opportunity: "Then it's a question of costs. From what I've spoken to the young entrepreneurs, it's a question of weighing up (...) costs. Sometimes it's better to invest directly in China than to go through Macau. And now there have been other difficulties, such as obtaining BIRs, residence identity cards, which also complicates matters."
China established the Macau Special Administrative Region (MSAR) as a platform for strengthening economic and trade co-operation with Portuguese Language Countries in 2003 and, in the same year, created Forum Macau.
