Lusa - Business News - Mozambique: New hydro scheme must ensure people's interests development bank

Washington, April 18,2024(Lusa)- The African Development Bank (AfDB) said on Thursday that the future Mpanda Nkua Hydroelectric Power Plant should prioritise the interests of Mozambicans and take care of the impact of climate change on the infrastructure.
"As far as Mpanda Nkua is concerned, we [as advisors on the project] have the role of ensuring that the agreements on the project respond to the aspirations of the Mozambican people," said Kevin K. Kariuki, the AfDB's vice-president for Energy, Climate Change and Green Growth.
Kariuki was speaking to journalists on the sidelines of the spring meetings of the World Bank and the International Monetary Fund (IMF), which are taking place this week in Washington.
He emphasised that Mozambique's interests must be balanced with those of the investors in the Mpanda Nkua Hydroelectric Plant, whose construction in the central province of Tete is budgeted at $5 billion (€4.5 billion).
"It's important that there is a symmetrical and not asymmetrical relationship" between the expectations of the African country and investors, he added.
The vice-president of the AfDB emphasised the importance of assessing the impact of climate change on the infrastructure, pointing out that in the region of the Zambezi River, whose water will support the future hydroelectric plant, there have been "three incidents of drought" in the last ten years, which have "shrunk" the flow.
The effects of climate change, he continued, will also be important for the policy of "energy tariffs and the economic return" of the project.
The director of the Mpanda Nkua Hydroelectric Project office, Carlos Yum, said on Tuesday in Washington that compliance with international environmental standards is essential for mobilising funding for the project.
"If we don't comply with this [environmental requirements], it will be more difficult to obtain financing," Yum told journalists.
"Nowadays, international financial institutions, whether multilateral or commercial, have an obligation to have these social and environmental concerns clearly visible on their balance sheets," Yum said.
Referring to the fact that the future Mpanda Nkua Hydroelectric Power Plant will be based on hydroelectricity, he pointed out that the weight of this resource in the energy transition also makes the project attractive to finance.
Carlos Yum also defended the project's commitment to the social component, namely the resettlement of populations within the law and good governance.
The project will take five years to build and is expected to start operating in 2031.
It will consist of a hydroelectric plant with a production capacity of 1,500 megawatts and a 1,350 to 1,400-kilometre high-voltage transmission line from Tete in central Mozambique to Maputo in the south.
Last December, the Mozambican government and a consortium led by Electricity of France (EDF) signed agreements for the implementation of the Mphanda Nkua Hydroelectric Project.
In addition to EDF, the international consortium includes the French oil company TotalEnergies and the Japanese Sumitomo Corporation, which jointly own a percentage of the hydroelectric plant.
Representing the Mozambican state, the remaining 30% is held by Hidroelétrica de Cahora Bassa (HCB) and Eletricidade de Moçambique (EDM).
HCB will continue to be the largest in the country, with a current production capacity of 2,075 MW.
With Mpanda Nkua in operation, the Mozambican government hopes to guarantee energy security for domestic needs and position the country as a regional hub in the supply of this resource.
