Lusa - Business News - Portugal: Focus is on coherence, country's image in UN Security Council bid - ambassador

United Nations New York Sept.7,2023(Lusa)- Portugal will rely on "coherence" and its "very positive image" at the UN in its bid for a non-permanent seat on the Security Council in 2027-2028, the Portuguese ambassador told Lusa.
For Portugal's permanent representative to the United Nations (UN), Ana Paula Zacarias, "coherence" is the key word in Portugal's campaign for the Security Council, and Portugal's role as a bridge-builder in the political area and in the global "North-South" connection is already well known by UN member states.
"Our candidacy is progressing, I would say well (...). We're doing our job and our job means one thing: maintaining coherence, ensuring coherence and the image that Portugal has, which is very positive, here at the United Nations," said the ambassador in an interview with Lusa in New York.
"Over the years, we have supported a set of ideas and programmes that are quite clear. Everyone at the United Nations knows that Portugal works in favour of the oceans, that it defends the work to combat climate change, that Portugal is a bridge builder in the political field, that it has worked a lot in this area of financing for development, in the area of human rights, in everything that has to do with the idea of building a more prosperous world and making this North-South connection, where Portugal has always played an important role," she stressed.
The election in question for the Security Council - one of the United Nations' most important bodies, whose mandate is to ensure the maintenance of international peace and security - will take place in 2026, for the 2027/2028 biennium.
Portugal's direct opponents will be Germany and Austria, vying for the two non-permanent member seats allocated to the Western Europe and Other States group.
The candidacy was formalised in January 2013 and the elections for that term will take place during the 81st United Nations General Assembly in 2026, the year in which António Guterres will finish his second five-year term as UN Secretary-General.
According to Ana Paula Zacarias, Portugal's commitment to conflict prevention could weigh in its favour, in a campaign that will also involve the issue of new technologies applied to weapons.
"The Security Council is obviously about peace and security. But Portugal has also positioned itself as a country that focuses on prevention. We have often said that we need to strengthen the role of conflict prevention, the role of building peace before conflicts occur. And that's a theme that we'll certainly bring up here too," she said.
"Another topic close to our hearts in this area of security and peace, in addition to Portugal's participation in peace missions, is the issue of new technologies, for example artificial intelligence applied to different forms of weaponry. This issue of new technologies and weapons will be one of the elements of Portugal's campaign," she added.
Portugal has been a non-permanent member of the UN Security Council three times: in 1979-1980, 1997-1998 and 2011-2012.
Germany - which is aiming for a permanent seat on the Security Council - has been a member six times - most recently in 2019-2020 - and Austria has been elected on three occasions.
"So I think our campaign is developing, it's taking root, we're working and, above all, we're building the coherence of our programmes here at the United Nations. And when the time is right, we will announce our campaign 'urbi et orbi' (everywhere), already with materials and other details. But it's moving forward very coherently," concluded the ambassador.
