Lusa - Business News - Angola: Government wants internationally competitive refineries

Luanda,June.1,2023(Lusa)-Angola's government, which will gradually remove petrol subsidies, "wants to have real prices" of a market economy and increase fuel production with the construction of refineries that are internationally competitive, the oil minister said on Thursday.
Diamantino Azevedo was speaking in Luanda at a press conference in which the reform for the energy sector was presented, with the gradual withdrawal of fuel subsidies.
As of Friday, the price of petrol will rise from the current 160 to 300 kwanzas (from 0.25 euros to 0.48 euros) per litre, leaving out some professional classes such as taxi and motorbike taxi drivers who will not be covered by the measure.
Currently, existing refineries in Angola only cover around 20% of oil product needs, the oil minister said, adding that the government's strategy for increasing fuel production involved tripling production at the Luanda refinery and building three others, projects that were already underway.
The Cabinda refinery has suffered "a delay in production from factors, such as the Covid-19 pandemic, and in Soyo, another of the main oil production areas, another facility is being developed, a project that is "underway," according to the minister.
In Lobito, the government has decided to reactivate an existing project but has reviewed the investment costs, which "have been reduced almost by half," and the "quality of the standard," taking into account the energy transition, he said.
When these four projects are ready, he said, the country will be in a position to process 420,000 barrels per day, ensuring self-sufficiency and capacity to export derivatives, mainly to neighbouring countries.
"The aim is to have refineries that are competitive at an international level, this means avoiding price distortion in our economy, having real prices, according to a market economy. Only then will the refineries be profitable and competitive," he noted, adding that "there will be gains for the economy, for the country and for users.
As well as the "positive effects" of building the refineries on the economy, the government also wants to increase fuel storage capacity and is working to approve legislation on strategic reserves and national security relating to oil derivatives.
Diamantino de Azevedo also spoke about the gas, green hydrogen, photovoltaic, wind energy and biofuel projects, which together will contribute to improving fuel supply capacity for the country and for export.
