Lusa - Business News - Angola: Anti drugs NGO wants draft bill on curbing alcohol use to be approved

Luanda,June.1,2023(Lusa)-The chairman of the Angolan association for the fight against drugs said on Thursday that the consumption of alcoholic beverages by teenagers and young people has increased in the country in recent years, calling for the approval of the law aimed at reducing excessive use.
According to the head of the national association for the fight against drugs, Cláudio Pinto, "each year there is a high rate of drug consumption in Angola", the main ones being alcoholic beverages, cannabis sativa or liamba and crack, and also including new drugs such as tembu, which comes from a plant discovered in Kwanza Sul province, "a drug of the stimulant category, which is also killing many people in the southern region".
Drugs such as cocaine and crack cocaine, Pinto said, were most consumed in the provinces of Luanda, Angola's capital, Namibe, Huila and Benguela.
In terms of consumption of alcoholic beverages, the situation is more serious in the provinces of Luanda, Moxico, Lunda Sul, Lunda Norte, Cuando Cubango and Benguela, whilst for traditional alcoholic drinks the concern is in the provinces of Malanje, Kwanza Norte, Bengo, Uíje and Cunene.
"There is a high rate of consumption of traditional alcoholic drinks, the homemade ones, namely kapuca, macau, maruvo and other derivatives of various roots, made in the southern, central southern and northern regions of the country," he stressed.
The consumption of liamba, according to the chairman of the national association for the fight against drugs, is more marked in the provinces of Luanda, Kwanza Norte, Malanje, Uíje, Lunda Sul, Lunda Norte and Moxico.
Social issues and the breakdown of families are pointed out as the main reasons that lead people between the ages of 12 and 65, mainly young people, to excessive consumption of alcoholic beverages, Pinto said.
The association leader said that "every day people die in Angola due to the consumption of drugs, mainly alcoholic beverages and liamba, which kill like malaria in the country.
For Cláudio Pinto, the consumption of liamba and alcoholic drinks is a public health issue, which civil society and the government should "look at with eyes to see".
According to the chairman of the association for the fight against drugs, every day 90 people seek the services of the Luanda Psychiatric Hospital as a result of excessive consumption of alcoholic beverages," he said.
Cláudio Pinto complained about the delay in approving the draft law on the regime and consumption of alcoholic beverages, submitted in 2020 to the parliament, until now without schedule for discussion.
"The interests are in the parliament. Who are the owners of the big alcoholic beverage factories, who are the big wholesale alcoholic beverage traders? Many of them are in parliament," said Cláudio Pinto, noting that he had been in contact with the parliamentary groups of the Popular Movement for the Liberation of Angola (MPLA, in power), the National Union for Total Independence of Angola (UNITA, the biggest opposition party), the sixth committee of parliament and the group of parliamentary women, in order to schedule debate and voting on the draft bill.
"Angola, with around 34 million inhabitants, consumes more alcoholic drinks than the Democratic Republic of Congo, which has 80 million inhabitants, than South Africa, which has 60 million inhabitants," he compared.
Focusing on prevention, the association, founded in 2004, has a record of over 3,000 people living with drug problems in the country.
"We do what we can (...), but we are an unfunded non-governmental organisation (...), we are not worried about saving millions. In 100 people, if we save one, we are already satisfied, because we don't have the means to help the whole world", he said, stressing that "the consumption of alcoholic drinks and cannabis is generalised in the country".
On 26 June, International Anti-Drug Day, the high point of the commemorations will take place in Malanje province, with the holding of the first northern regional forum, which will bring together the northern provinces of the country, in which representatives of ministerial bodies will participate, with emphasis on the national institute of employment and professional training, partner of employability policies, in recovered patients.
