Lusa - Business News - Portugal: State, local authorities ink contracts of €31.3M for World Youth Day event

Lisbon June 1, 2023 (Lusa) - The Portuguese government and seven local authorities have signed, by the end of May, 56 contracts relating to World Youth Day 2023, which should bring to Lisbon and Loures about 1.5 million people between 1 and 6 August.
According to data from the Public Contracting Portal, compiled by Lusa news agency, two months before the start of the event, public contracts worth €31.3 million have been signed. The government plans to disburse €30 million (excluding VAT) for WYD, while the local authorities of Lisbon and Loures will disburse €35 million and €10 million, respectively, for a total of €75 million between the three entities.
On the Catholic Church side, the WYD Foundation's budget is around €80 million, the auxiliary bishop of Lisbon, Américo Aguiar, said in February.
Key points about public contracts awarded by the end of May:

*** Lisbon leads the number of contracts *** Lisbon city council is the entity that has signed the most contracts (23), worth €17.6 million, according to data from the Public Contracts Portal.
The biggest undertaking, worth around €7 million, is the rehabilitation of the old Beirolas landfill - the area that will serve as the main venue for WYD. The work was awarded to Oliveiras, S.A through a limited tender by prior qualification on April 23rd 2022 with a deadline of 329 days.

*** The altar-stage ***
With a value of €2.98 million, the altar-stage in the Tagus-Trancão Park comes next, below the initial €4.2 million, a figure that provoked several criticisms, including from the Portuguese president, Marcelo Rebelo de Sousa.
The work is in the hands of Mota-Engil, after the contract was signed on January 13 of this year with a deadline for execution of 150 days.
On February 10, the mayor of Lisbon, Carlos Moedas, said that the altar-stage would be reduced from 5,000 square metres to 3,250, while its capacity changed from 2,000 to 1,240 people and its height reduced from nine to four metres.
On 15 December 2022, the company Oliveiras, S.A - Engenharia e Construção was also awarded a contract for the execution of the roof of the altar-stage, in the amount of €1.1 million, to be completed within 60 days.
For its part, the public works contract for the construction of the pedestrian bridge over the Trancão River was awarded to the company ABB - Alexandre Barbosa Borges, SA, for a total value of almost €3 million, on 14 June 2021, with an execution period of 299 days.
In short, of the 23 contracts, 18 were carried out through direct negotiation, two through public tender, two through prior consultation and one through a limited tender by prior qualification.

*** Multimedia points and sanitary modules in Parque Eduardo VII *** Awarded to MEO - Serviços de Comunicações e Multimédia S.A. via public tender, the installation of multimedia points and rental of technical equipment at Parque Eduardo VII and surrounding areas has a cost of €1.5 million, with a completion period of 153 days.
Besides the multimedia points, the contracts also cover the acquisition of technical and advisory services.
In the amount of €189,863, the rental of the sanitary modules for the Parque Eduardo VII, through direct negotiation, was adjudicated to the company UEM Equipamentos, with an execution period of 78 days.

*** Loures and the riverside area of Bobadela *** The Loures city council, led by socialist Ricardo Leão, has already published 11 contracts, totalling €4.5 million.
The contract for land preparation works in the Bobadela riverside area is the one with the highest cost for the council - €4.2 million.
The work was awarded to the company Alves Ribeiro on 22 March, with a deadline for execution of 90 days.
All 11 contracts were awarded by direct negotiation, of which eight relate to the acquisition of services, two to public works contracts and one to the acquisition of movable property.

*** Government mobility plan, sanitation facilities and electricity *** On the government side, by the end of May, 10 contracts worth a total of €8.6 million had been published.
The services of supply, assembly and operation of audio and video systems, ambient lighting, and respective energy supply, for the Tagus-Trancao Park, have an allocation of €5.9 million.
The contract, which is the most expensive by the government for the event so far, was signed through public tender with the company Pixel Light, Lda. on February 9, and has an execution time of 181 days.
Next comes the installation of 141 modular toilet blocks with a base price of €1.15 million.
The installation of the toilets is the responsibility of the firm Avistacidade. The contract for the installation of the toilets was concluded through public tender on 28 April, with a completion date of 183 days.
The acquisition of sanitary equipment supply services was also awarded, also by public tender, to the company Grupo Vendap on April 26, at a cost of €128,500 and with the same deadline for completion.
The remaining seven contracts awarded by the government - by direct negotiation - include the preparation of the mobility plan, the provision of services, the acquisition of 110 ceramic reproductions for gifts, the monitoring of the electrical installation and the project for compatibility of the works with the future Green Park.

*** Other local authorities ***
Five other local authorities have already signed contracts for the acquisition of services and movable property, totalling €483,803.
The Cascais local council, in the Lisbon district, has awarded eight contracts for the purchase of communication materials through a public tender, four of which were awarded to Enerre on 22 May this year, two of which have a 20-day execution period and the others seven.
The remaining contracts were adjudicated to the companies ACD Print (with an execution period of five days), Weprint, Lda, AVCPRINT, Lda and Culto da Imagem - Produções e Soluções, Lda. - these three with an execution period of 60 days.
The Almada local authority awarded the purchase of t-shirts by direct negotiation to the company Cityprint, in the amount of €5,200. The contract was signed on 9 November 2022 with an execution period of 10 days.
Also the Vila Viçosa local authority, in the district of Évora, entered into a contract for the supply of meal 'kits' by direct negotiation with Jomipsa on 13 April, worth €19,565, with a deadline of 48 days.
The local authorities of Amares and Esposende, in the district of Braga, awarded contracts for the provision of transport services.
Amares awarded a contract to REDM, on May 3, for a total of €5,094, for a period of five days.
Esposende awarded a contract to the company GTUR - Transporte de Passageiros, on May 8, for a total of €9,905, for a period of 10 days.
