Lusa - Business News - Sao Tome: Funding for 88% of state budget expenditure practically ensured - PM

São Tomé,May.25,2023(Lusa)-The prime minister of Sao Tome has said that he has "practically ensured" the allocation for the financing of 88.3% of investment expenditure included in the general state budget, approved by parliament on first reading.
"Mobilisation is practically assured for this six-month period [...] all our care was to put only what can be achieved in six months," said Trovoada as he left parliament on Wednesday after MPs had approved the first reading stage of the state budget, valued at about €154 million, in which "two thirds are for the functioning of the state and only one third for investment.
"In reality, this budget tells us that our country is going through an extremely complicated situation," Patrice Trovoada said.
The Sao Tome prime minister said that the government is already working on the projection of the 2024 budget that should be structured by September, but "things will start to stabilise" with the execution of the 2023 budget.
Trovoada said that the 2023 state budget makes it clear "that the government wants to implement a way out of the crisis" and will allow it to move forward with some reforms, especially "measures that the financial and economic situation requires".
The head of the Sao Tome government stressed that "the budget is realistic" and the government hopes to raise revenues, particularly with the implementation of Value Added Tax (VAT), as of June 1, to "ensure the normal functioning" of the civil service, with payment of salaries, social support, and others, "so that institutions do not stop due to lack of some logistical resources".
At the presentation of the state budget on Tuesday, the prime minister said that the country's external dependence "is suicidal" for the development process and "for improving the living conditions" of São Toméans.
"Sao Tome and Principe is heading towards economic and financial unviability if nothing is done and will force us all to a violent and never-before-known austerity with uncontrollable social consequences," Patrice Trovoada said.
The Sao Tome parliament today approved at first reading the state budget and the big options of the plan, with 35 votes from the parties that support the government.
The budget is estimated at 3.775 billion dobras, about €154 million, and foresees a growth of 2% "based on a recovery of the agricultural and fishing sector, an increase in the industrial sector and a boost to the services sector.
The document was approved with 30 votes from Independent Democratic Action (ADI, led by Prime Minister Patrice Trovoada) and five from the Independent Citizens Movement-Socialist and National Unity Party (MCI-PSD/PUN) coalition and two abstentions from the Basta movement.
The parliamentary group of the Movement for the Liberation of Sao Tome and Principe/Social Democratic Party (MLSTP/PSD, the largest opposition party) left the plenary session before the final vote, after the speaker, Celmira Sacramento, refused a request to intervene to "defend the honour" of two MPs of this party who considered that they had been "quoted, accused and flouted by a member of the ADI parliamentary group".
