Macau,China,May 25,2023(Lusa)-The association that organised for over 30 years a vigil in Macau to honour the victims of the Tiananmen Square massacre has been disbanded due to fear of the new national security law, one of the leaders told Lusa on Thursday.
"Taking into account the revision of the national security law and the unpredictability of the future, the Macau union for the development of democracy [UMDD] took the decision," said Au Kam San, a former member of parliament and one of the founders of the association, noting that the step was taken "three or four months ago".
In the territory's Official Bulletin, it is possible to confirm the end of UMDD's activity.
Last week, Macau's legislative assembly gave the green light to amendments to the state security law which provides, among other provisions, for punishing any person abroad who commits crimes against the territory.
The proposal was passed in just half an hour and without dispute. In his explanation of vote, MP Ron Lam U Tou said he hoped the law would "not jeopardise freedom of expression".
"I was worried that after the law was revised, if one person said something, other [association] members might be affected. In that case, if we had to be held accountable in the future, we hoped that other members would not be implicated," Au Kam San added, also speaking on behalf of Ng Kuok Cheong, another of UMDD's founders.
On "the historical significance" of the union, founded in 1990 and registered in 1991, Au noted that "at that time, it was the only organisation that aimed to promote democracy" and especially "the clear objective of responding to the democracy movement in China and promoting the development of democracy in Macau".
"At that time, it was a unique organisation," he stressed.
Over the past three decades, it has been through the hands of this group that the incident of 4 June 1989 has been remembered in Macau, with the organisation of an annual travelling photo exhibition and vigil. But now, "there have been changes in the political environment", he stressed, saying that, "therefore, the activities marking 4 June cannot be held".
On June 4, 1989, the Chinese army advanced with tanks to disperse peaceful student-led protests in Beijing's Tiananmen Square calling for democratic reforms for the country, causing a death toll that is still the subject of debate today. Estimates reach as high as ten thousand victims, although Beijing maintains that the repression of the "counter-revolutionary riots" led to the deaths of two hundred civilians.
Last year, Au Kam San and Ng Kuok Cheong told Lusa they had not first addressed a request to the authorities to publicly mark June 4, opting instead to mark the event privately and on social media.
In the two previous years, the Macau government's institute for municipal affairs did not authorise the use of public spaces for the photo exhibition. Also in 2020, authorities in Macau and Hong Kong banned the vigil in public spaces for the first time in 30 years, in a decision justified with measures to prevent the Covid-19 pandemic.
In 2021, the PSP (public security police) for the first time cited political reasons to ban the commemoration, alleging risk of violations of the criminal law, namely of the articles on "offending a collective person exercising public authority" and "incitement to violently alter the established system". A decision later validated by the Court of Final Appeal, when the authorities' decision was appealed.
Similar to last year, this 4 June, the tribute to the Tiananmen Square victims moves from the streets to the private sphere, with Au Kam San posting historical information on the social network Facebook "as is allowed by law".
The activist said that he will also leave candles burning in an 'online' broadcast, as he did last year.
