Lusa - Business News - Guinea-Bissau: Minister calls for ECOWAS consensus on rules for single currency

Bissau,March,17,2023(Lusa)-The minister of finance of Guinea-Bissau, Ilídio Vieira Té, on Friday highlighted the need for a consensus within the Economic Community of West African States (ECOWAS) to allow the coming into force of the organisation's single currency, the eco, which is scheduled to take place in 2027.
Speaking at a meeting in Bissau, as host, the minister said in his welcome speech that the gathering, the 13th of its kind, should not be "another one to swell the ranks" of such meetings.
He minister was referring to the impasse over the definition of a "majority" - that is, the number of countries that are already in a position to enter the stability phase, one of the criteria for the launch of the eco in January 2027.
"The Bissau meeting is not expected to be just another meeting," Vieira Té said. "This meeting must resolutely serve to demonstrate our solidarity and the spirit of fraternity that has always guided our community and which was at the origin of the creation of ECOWAS in 1975."
Carfa Embalo, from the directorate-general of budget of Guinea-Bissau's Ministry of Finance, and chair of the technical committee for the coming into force of the eco, told journalists that the organisation's experts, meeting in Bissau since 13 March, had not so far reached a consensus on the issue of a majority.
Embalo explained that the impasse was due to the fact that the text creating the eco provides that if the majority of countries meet at least four of the six criteria pointed out as points of convergence, the new currency could come into force in 2027.
Ghana and Nigeria, the two largest ECOWAS economies, do not agree with this mechanism because they consider themselves to be at a disadvantage in meeting the criteria, as eight of the 15 countries in the organisation are already grouped in the UEMOA (West African Economic Monetary Union).
Embalo noted that, according to the eco creation texts, a majority is deemed to be made up of eight or more ECOWAS states.
He also noted that Ghana and Nigeria take the view that the UEMOA bloc, which has a single market and a single currency - the CFA franc - indexed to the euro, "is forcing" the coming into force of the eco based on the stability of its inflation rate, which does not exceed 6%.
Benin, Burkina Faso, Guinea-Bissau, Ivory Coast, Mali, Niger, Senegal and Togo are part of UEMOA, while in addition to these ECOWAS has as members Cabo Verde, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Nigeria and Sierra Leone.
Vieira Té stressed in his speech that the meeting, which was taking place throughout the day on Friday in a hotel in Bissau, was called "precisely to find a definition of the concept of majority" within the framework of the convergence pact.
The outcome of the Bissau meeting will be referred to the next summit of ECOWAS heads of state, scheduled for June.
