Lusa - Business News - Cabo Verde: Government sets up council to manage crop pest plagues




Praia, March 17,2023 (Lusa) - Cabo Verde will have a National Management Council for Pests and Diseases in Agriculture (CNGPDA), responsible for monitoring the main enemies of crops throughout the country, the government said on Friday.
According to the cabinet resolution that creates this structure, this council comes in the face of the planned creation of a working group specifically to deal with the maize caterpillar pest, but which is now extended to all pests that threaten agriculture.
The resolutions said that for "a sustainable management of the corn borer caterpillar plague," with support from the Global Action initiative, coordinated by the United Nations Food and Agriculture Organisation (FAO) and regional partners, the creation of a national working group was foreseen "to supervise actions and coordinate stakeholders, investing heavily in monitoring actions and awareness and capacity building campaigns for all actors as well as integrated management of activities, with emphasis on biological control.
"In order to maximise resources and capacity for coordination, monitoring and intervention on the ground, in Cabo Verde it was agreed to create a commission, not only for a specific bio-aggressor (fruit fly or the corn borer caterpillar), but for a single structure that deals with the main crop enemies," said the resolution that creates the CNGPDA.
The government also noted that "one of the problems limiting the development of agriculture in the country," in addition to the scarcity of water and soil, "is undoubtedly the problem of damage caused by various crop enemies."
"Particularly pests such as the fruit fly, Bactrocera dorsalis; the corn borer caterpillar, Spodoptera frugiperda; the locust, Oedaleus senegalensis; the diplopod, Bandeirenica caboverdus, among others, which have been reducing agricultural production and productivity, greatly affecting producers' income and the population's food security," it said.
In order to "provide a proportional response to the scourge," the Economic Community of West African States (ECOWAS) has implemented regional initiatives through a project to support the regional plan against the plague and which has implemented a phytosanitary surveillance system, an initiative that is currently being extended to all member states, "through the implementation of a new project on the Innovative Regional Management System for the Fruit Fly in West Africa (SyRIMAO).
This project aims to "consolidate and widely disseminate the research results", extend the activities to all fifteen countries in the region and "take charge of the operational mechanism at both regional and national levels that will ensure the sustainability of this monitoring and control system in all States".
"In this framework, the creation of national committees to coordinate pest management activities is envisaged, which will work closely and in coordination with the private sector and their respective National Agricultural Research Systems," it further recalls.
The National Council for Management of Pests and Diseases in Agriculture will be responsible for monitoring the main crop enemies throughout Cape Verde's territory and will be a "consultative body for the articulation, monitoring and execution of decisions on the sustainable management of crop enemies, as well as supervising the implementation of strategies and phytosanitary measures.
Its attributions include participating in the improvement of agricultural production by monitoring, advising and following up on the implementation of actions for the sustainable management of major crop enemies, promoting the improvement of the quality of fruit and vegetable products, ensuring compliance with phytosanitary standards during production, packaging and marketing, supervising their compliance, particularly by small producers, and contributing to the training of producers for the integrated control of major crop enemies.
It will also "promote the commercialisation of agricultural products between the islands, mainly for tourism markets and eventually for export", as well as "serving as a consultative body for the technical services of public and private entities involved in the implementation of programmes and projects for the development of agricultural production".
The CNGPDA will include, among other members, representatives of the Directorate General of Agriculture, Forestry and Livestock - whose director general will coordinate this body -the National Directorate of Industry, Trade and Energy, the Directorate General of Customs, the National Institute of Agricultural Research and Development, universities, chambers of commerce, agricultural companies, and farmers from the islands of Santo Antão, São Nicolau, Santiago and Fogo.
