Lusa - Business News - Portugal. Government to accompany European effort, invest more in defence




Lisbon, March 17, 2023 (Lusa) - Portugal's government promised on Friday to monitor the European Union's technological investment effort in the face of the "complexity" of external threats and said that the modernising investment in the armed forces would have an impact on the competitiveness of the Portuguese economy.
These positions were defended by the ministers of foreign affairs, João Gomes Cravinho, and defence, Helena Carreiras, at the opening of the parliamentary debate on Portugal's participation in permanent structured cooperation.
Speaking mainly on the current situation of NATO and the European Union in the face of given the Russian military intervention in Ukraine, João Gomes Cravinho warned that "the transformative times of the present" require European member states to adopt "a new strategic posture".
"In this context, it is essential that the European Union invests more and better in innovative capabilities and technologies, bridging strategic gaps and reducing technological and industrial dependencies," he stressed.
In his speech, the minister of foreign affairs defended the thesis that "threats" are increasingly "complex and diverse, with terrorism, cyber-threats, disinformation and changes, without forgetting traditional threats such as the one Russia represents today".
"Portugal has been and will continue to be available to contribute to the strengthening of European strategic autonomy and reiterates the national commitment to permanent structured cooperation in defence matters," she added.
Immediately afterwards, the minister of defence spoke to advocate the idea of a return for the Portuguese economy with the investment in the modernisation of the Portuguese armed forces.
An investment that, in her perspective, served to "guarantee modern, ready and capable forces that ensure the sovereignty and security of the population, as well as to generate value for the Portuguese economy.
In terms of military cooperation, Helena Carreiras noted that Portugal had sent about "712 tonnes of military material, including three Leopard 2A6 tanks", to support the war effort in Ukraine.
"These are now in Germany, and by the end of March, they will arrive in Ukraine. We are also committed to the European Union's military assistance mission to Ukraine, in which we are participating by training Ukrainian soldiers," she said.
In her speech, Carreira also warned about other security threats besides the one resulting from the Russian military intervention in Ukraine, asking for attention to the African continent.
"We should pay particular attention to the threats from the south, especially in Africa, and that also affect what is happening in the east due to the war in Europe. In this complex and unpredictable geostrategic environment, the need for the European Union to develop defence capabilities takes on renewed importance. It is in this context that the acquisition and development of capabilities have gained prominence, and Portugal has been an active part of these processes", she said.
The minister of defence also sought to highlight noted that Portugal participates in more than 60 projects of permanent structured cooperation programmes (PESCO) or the European Defence Fund.
"Moreover, of the 60 PESCO projects underway, Portugal is present in more than half. These projects contribute to building national and European military capabilities and to the development of a more robust and competitive national technological and industrial base, with a better capacity to respond to the security needs we face", she said.
On the other hand, Portugal seeks to ensure complementarity and interoperability with NATO.
"The recently signed third Joint EU/NATO Declaration points precisely in this direction", she added.
