Lusa - Business News - Cabo Verde: PM appeals for urgent funds to support measures against climate change

Mindelo, Cabo Verde, Jan. 23,2023 (Lusa) - Cabo Verde's prime minister on Monday called for the "urgent" implementation of mechanisms and financing instruments to support mitigation and adaptation measures in the face of climate change, which particularly affect the islands.
Ulisses Correia e Silva was speaking at the opening of the Oceans Summit (Ocean Race Summit), held in the Cabo Verdean city of Mindelo with the presence, among others, of United Nations Secretary-General António Guterres.
For the head of the Cabo Verde government, "the climate change adaptation and mitigation strategy to respond to emergency situations and increase resilience needs funding with dimension and consistency over time to produce structural changes, funding that includes capacity building and technology transfer.
However, he highlighted that "funding and time to decision are critical variables" because "developing countries are up against the wall in the face of severe crises with economic, social and humanitarian impacts, as has been the Covid-19 pandemic, climate and environmental emergencies and, most recently, the war in Ukraine."
He added: "The dynamics of economic growth have reduced, public debt has skyrocketed and poverty has increased in several African countries, stemming from the situation of the crises."
"It is in this context that it is urgent to put into operation the financing mechanisms and instruments assumed to support mitigation and adaptation measures in the face of climate change".
Ulisses Correia e Silva also defended the creation of conditions for the private sector "to invest in impacting sectors to increase the resilience and diversification of the economy".
The governor left a word of encouragement to António Guterres - about whom he said he was in charge of tasks for a superman - so that he follows "with determination the construction of the Multidimensional Vulnerability Index so that it may be voted as a relevant criterion in the access to financing in favour of the sustainable development of SIDS" (Small Island Developing States).
"These crises seriously affect all countries and in a particular way islands. The climate and environmental crisis is global, resolving it is the responsibility of each country and, at the same time, of all the countries in the world," he continued.
For Ulisses Correia e Silva, "it is a greater responsibility for the countries with the largest share of pollution production and harmful effects of climate change in the world.
"It is in this sense that Cabo Verde expresses its full adherence to the Secretary-General of the United Nations' call to action to save the oceans and protect the future of planet earth," he said.
Cabo Verde has, according to its prime minister, "justified expectations in the coalition of small developing island states for nature, established to create means for ambitious objectives at the level of biodiversity.
"We would like the issues and commitments proposed by the coalition for nature to be considered at the future summit to be held in September 2023 and at the next United Nations Oceans Conference in 2025.
The Ocean Race Summit is part of the first stop in Cabo Verde of the Ocean Race, the largest and oldest regatta in the world and brings together this morning in Mindelo, São Vicente island, politicians, governments, experts and other personalities to address the future of the oceans.
