Lusa - Business News - Cabo Verde: Stock market launches first issue of blue bonds to raise up to €3.2M

Mindelo, Cabo Verde,Jan.23,2023(Lusa)-The Cabo Verde Stock Exchange is launching on Monday the first issue of "blue bonds" in the country, to raise up to €3.2 million, to finance blue economy projects, according to the chairman of the institution.
Speaking to Portuguese news agency Lusa, Miguel Monteiro explained that this is a public offering via the International Investment Bank (iiB) of Cabo Verde, which will run from 23 January to 28 February, and is expected to place from 250 million to 350 million escudos (2.3 million to 3.2 million euros), with a maturity of five years and an interest rate of 4%.
"In the first place it is due to the fact that since 2014 there have been no public offers and this is going to be a public offer. In other words, in this specific case it will be iiB bonds, called Marine and Ocean Based Blue Bond series D, and which in practice aim to finance the development of projects in the area of the blue economy," he said.
This issue, which will be publicly launched at 6 p.m. local time (7 p.m. in Lisbon) today in Mindelo, in the presence of the prime minister, Ulisses Correia e Silva, as part of the Ocean Race, the world's biggest and oldest regatta, passing through São Vicente (20 to 25 January), provides an amount of between 50 and 100 million escudos (450 to 900,000 euros) for the bank to fund, via its own line, micro-entrepreneurs and small investments in this sector.
"But it also aims to enable financial inclusion in this same sector of the blue economy, through direct funding or through partnerships with microfinance institutions for small-scale credit to individuals and small businesses in the sustainable maritime and fishing sector," Miguel Monteiro explained earlier.
The remaining amount to be raised by the iiB with this public offering will serve to finance larger projects, also in the sector of the maritime economy.
"Linked to coastal protection, always aimed at this sector, being a 'Blue Bond', a blue bond, it has to be for this sector (...) And naturally, during and at the end of these five years, reports will be issued on the allocation of these funds, so that everyone can know specifically where the investemtns were made", he also said.
"In practice it is for companies in the sustainable maritime and fishing sector," added Miguel Monteiro.
In addition to being the first issue solely to finance sector projects linked to the blue economy, this is also the first public issue in almost a decade, as the chairman of the Exchange highlights.
"In this case, any Cabo Verdean from Santo Antão to Brava, any Cabo Verdean abroad or any foreigner here in Cabo Verde or even abroad, will be able to subscribe to these bonds. In other words, they will be able to invest in the bonds," he said.
Outside Cabo Verde, the subscription of these bonds can be done through the online platform Blu-X, a recently developed tool aimed at promoting the financing of the sustainable development of Cabo Verde and the African region, in particular the blue economy, through the issuance and trading of sustainable bonds, such as blue, green, social and sustainability bonds.
"It comes to highlight the importance that Cabo Verde and the Stock Exchange give to the blue economy," the official also highlighted, about the BLU-X platform, which results from a partnership with the United Nations Programme in Cabo Verde.
Cabo Verde's stock exchange, BVC, closed the year with a historic result of ten stock market placements, compared to the annual average of four before 2022, with the amount of primary market issues, including treasury bonds, reaching PTE 27,925 million (253.3 million euros), a record since the beginning of the Exchange's activities.
"We will exceed the ten issues made last year," Miguel Monteiro said, on the current outlook for 2023.
The capitalisation of the BVC at the end of December exceeded 106,844 million escudos (968.9 million euros), driven by growth in stock market issues.
The market capitalisation - approximating the market value of companies and securities - of the BVC had already exceeded PTE 100,000 million (915 million euros) in April for the first time in its history.
Cabo Verde's stock exchange was established in May 1998 and still has four listed companies, notably Banco Comercial do Atlântico (BCA, owned by Portugal's state owned bank Caixa Geral de Depósitos group) and Caixa Económica, and others that issue bonds.
