Praia,Sept.23,2022(Lusa)-The new commander of the Cabo Verde Coast Guard, Armindo António da Graça, asked the government today for naval and air resources to ensure the missions of that force in terms of patrolling and rescue.
"We are a country that has more sea than land, so our sea, our greatest and most important asset, should be the object of very special attention. We must have the means capable of monitoring our Exclusive Economic Zone, dissuading hypothetical violators and putting an end to threats that may arise," said Captain Armindo António da Graça, at the swearing-in as commander of the Coast Guard, in Praia on Friday.
Armindo António da Graça said that "the missions that the Coast Guard military have the greatest pleasure in fulfilling, always responding present, will only be fulfilled" with "the available naval and aeral means" when necessary.
"Unfortunately, the main resources are not there, but we will do everything possible so that they become operational as soon as possible. It is, therefore, necessary to invest in the acquisition of resources and, more importantly, to create the conditions so that the existing resources are maintained in accordance with the programmed and approved schedule so that they are always ready to be used", he added.
For several years the Coast Guard has only operated naval means, in the absence of any air means for patrol, rescue and medical evacuations, despite the government's announced intention to buy an aircraft for this purpose.
"It is urgent to include necessary funds for the maintenance and operation of naval and air resources in the budget, the latter still in the process of being acquired by the state, which are and will remain the responsibility of the Coast Guard. Without financial resources, it will not be possible to carry out the missions assigned to the Coast Guard forces", Captain Armindo António da Graça, who has been in charge of logistics for the Cabo Verde Armed Forces for the last six years, also said in his inauguration speech.
In her speech at the inauguration, the minister of defence, Janine Lélis, recalled that the "budgetary reality" of Cabo Verde "is always difficult", but that the leadership "must define priorities": "And there can be no greater priority than the readiness of its naval resources. In fact, the larger the system, the greater the responsibilities. Therefore, I must mention the importance we are giving to the training and recycling of officers, both at the technical level and at the level of knowledge, for the use and maintenance of our means.
"With the perspective of the acquisition of the aircraft, we are going to create a commission for the introduction of the military Aeronautical Authority. We already have the budgetary guarantee for this, which encourages us, as this is a condition for success. Of course, the budget guarantee alone is not enough. Even more important will be the determination of the commission to be created, in the preparation and assembly of the entire process," she said
"We have always counted on our internal strengths and the help of our international partners to overcome difficulties. This will surely be another stage to overcome," Janine Lélis also stressed.
The mission of the Coast Guard is to defend and protect Cabo Verde's economic interests, guarantee the application of the state's authority at sea, carry out land and amphibious operations to defend sea, air and maritime space under national jurisdiction, as well as collaborate in the fight against illegal fishing, illicit trafficking and clandestine immigration, in addition to guaranteeing the safeguarding of human life and coordinating the execution of search and rescue operations and other missions of public interest.
With an area of 4,033 square kilometres (km2), the archipelago of Cabo Verde is spread over an area of approximately 87 miles (140 km) in radius, with about 1,000 km of coastline and a maritime area of national responsibility of 734,265 km2, which includes archipelagic waters, the territorial sea, the contiguous zone and the Exclusive Economic Zone.
According to data from the armed forces, the patrol ship "Guardião" is the Coast Guard's most important vessel and has undergone several interventions in recent years. The 51-metre-long vessel was built at the Damen shipyard in the Netherlands in 2011.
The fleet also includes the 52-metre-long NP "Vigilante", built in Germany in 1971, the 26-metre-long NP "Tainha", built in China in 1998, the NP "Espadarte", built in the United States in 1993, as well as the 13-metre long NP "Rei", from 2009.
"Few countries can afford to protect their airspace, waters and territory by their own means alone. Among these, Cabo Verde is certainly not included," noted the new commander of the Coast Guard, stressing the focus on promoting "cooperative security".
"We have to take advantage of existing protocols and perhaps try new ones, so that the territory, with the support of friendly countries and with our means, is always under surveillance. After all, we live in a global village and to support a third country is to defend our own interests," he said.
He also appealed to the government, as a "pressing need for the maritime sector", for the "clear definition of the Maritime Authority system, clarifying its condition, its attributions, taking advantage of synergies, avoiding the overlapping of competencies and duplication of efforts that may result in unnecessary expenses".
"In a context of budget contraction and interagency operations, especially in the maritime sector, it should be improved, thus moving from possible competition to cooperation between the parties," Armindo António da Graça also said.
