Lisbon, Sept.23,2022 (Lusa) – Portugal's economy minister, António Costa Silva, said on Friday there should be more trust in companies, warning about the "hostility" they face and arguing that restricting their activity "always brings bad results".
"We have to trust our companies. The climate that exists in the country, of hostility towards companies, especially against large companies, is an absolutely harmful climate," said Costa Silva at the conference "The Productivity Challenge in the Portuguese Economy", held today at ISCTE - University Institute of Lisbon.
He added that "the history of the 20th century proves, after all the experiences that have been made, that capitalism is the system that generates wealth, generates prosperity", but that markets have to be regulated.
However, he pointed out that applying impositions or conditionalities on companies "always brings bad results".
"Everything else - imposing on companies, conditioning their activity, restraining their development - always brings bad results. If we manage to free the creative potential that exists in companies, we will move towards the future," he said, at the opening session of the conference organised by the Economic and Social Council and the Productivity Council.
The economy minister considers that, "as far as productivity is concerned, the country cannot get past the crooked stump".
"I don't think there are many doubts about what is happening with productivity in the country, and the numbers are indisputable. In 2010, GDP per capita, when compared to the European average, was around 76%, ten years later it has dropped to 73%. When we look at labour productivity, GDP per hours worked, in 2010 it was 63%, ten years later it is 60%," he said.
"So the big challenge is why, as far as productivity is concerned, the country cannot get past the crooked stump," he stressed.
According to the minister, there are three "factors that are crucial" to increase productivity: education, innovation and investments.
In these fields, Costa Silva pointed to some developments in recent years, but considers that a "much more agile" State is needed.
"We need a much more agile State, which knows how to respond when companies present projects, not putting companies in dialogue with seven or eight different institutions or waiting seven or eight years for a licensing process. This cannot be," he said.
"I know that this bothers many people, but the country will not improve if we do not have a more simplified licensing process, if we do not deal with taxation issues, if we do not rationalise the State's current spending, if we do not transform the State into an economic development partner in the country. I think that this is absolutely decisive for the future," said the governor.
Costa Silva concluded his speech by highlighting the importance of large companies.
"I am against the Portugal dos Pequeninos ("Portugal for the Little Ones") syndrome. When I look at the Portuguese business fabric, almost 90% of our companies are micro-companies. I have a lot of respect for micro and small companies, but if we only focus on micro and small companies, the country will not make the leap it needs. It is the large companies that add value, that condition all supply chains, that drive the economy," he said, days after having defended the reduction of the corporate income tax.
After the economy minister had argued on Wednesday that a reduction in corporate income tax across all companies would be "an extremely important signal for all industry" and "extremely beneficial" in the face of the current crisis, finance minister Fernando Medina preferred to postpone a position until the end of negotiations.
The reduction of each percentage point of the rate has an impact on revenue of around 100 million euros.
