Lusa - Business News - Portugal: Regulator wants tender for replacement smart undersea telecom cables this year

Lisbon, Sept.21,2022(Lusa)- The chairman of Portugal's national communications regulator said on Wednesday that his "wish" is that the international tender for the supply of undersea cables, which has already been delayed, can take place by the end of the year.
João Cadete de Matos was speaking at the parliamentary committee on Economy, Public Works, Planning and Housing, as part of a PSD (social democrat opposition party) request on the replacement of underwater cables that ensure communications between mainland Portugal, the Azores and Madeira.
The current system has a maximum lifespan of around 25 years, or until 2024.
"What we are looking forward to is to see, if that is the option, it probably will be, the opening of an international tender to supply the cables," said João Cadete de Matos, in response to members of parliament, stressing that, "the sooner this happens, the better."
Now, "if you ask me, my wish is that by the end of the year this could be done," he added, noting that this "should already have been done" according to the recommendation of the working group set up for this issue previously.
"What we look forward to is that if it is done now that there is at least the benefit of taking advantage of the technological development that, in the meantime, has occurred in this matter," namely with regard to the 'smart' component of the cables, he continued.
From Anacom's point of view "it is essential that they are 'smart' undersea cables", which in addition to the area of electronic communications, have sensors that can be used for scientific research, environmental protection and to have earthquake or tsunami alerts, as they cross tectonic plates.
"The cost of this investment" - of the sensors - "enormously offsets this benefit", defended the president of Anacom, guaranteeing: "I will not fail to emphasise that it would be an unqualified loss for the country if the 'smart' component was not included".
João Cadete de Matos recalled that he has "repeatedly said", and emphasised again today, the "concern with the deadline for the execution of this new ring", but, despite the cost and the risks with this delay, he stressed that it is now necessary to take advantage of the scientific progress in this area to move towards "a more robust solution" for the country.
On 8 September, the Portuguese Cabinet approved the decree-law that gives Infraestruturas de Portugal (IP - the country's infrastructure manager) the authority to promote, under concession, activities related to the system of electronic communications submarine cables between the mainland and the autonomous regions.
This was an important step to move forward with the process of replacing the current submarine cables, whose maximum validity period is coming to an end.
Two years ago it had been announced that the investment in the replacement of these cables was 118.9 million euros.
