Lusa - Business News - Portugal: Uncertainty provokes constant updates in scenario for 2023 state budget - minister

Lisbon, Sept.21,2022(Lusa) – Portugal's finance minister said on Wednesday that the government is working on the macroeconomic scenario of the state budget for 202023 in a context of uncertainty and volatility, which leads to permanent updates, referring the disclosure to the date of delivery of the budget proposal.
Fernando Medina's position was conveyed in statements to journalists on the sidelines of the 7th Congress of Certified Accountants, at the Altice Arena, in Lisbon, when asked about the suggestion of the President of the Republic to disclose the macroeconomic scenario of the next state budget.
"We are working intensively on the preparation of the state budget that will be presented in a few weeks, on 10 October, and a fundamental piece of the budget is precisely the macroeconomic scenario. We are in a context of uncertainty about what are important variables for next year, particularly at European and world level," he said.
The minister argued that the scenario on which the assumptions for the state budget for 2023 (OE2023) are based "has to be carried out with the best information available, which is permanently coming out and being disclosed".
"Our normal calendar is the state budget," he stressed, adding, "If it is possible to have some advance notice of the disclosure of that scenario, we will do so." But he stressed that the executive seeks "always to have information up to the last moment, always to have the most reliable information when decisions are taken and the budget is presented".
The President of the Republic considered today that "it was important" that the Portuguese knew what the macroeconomic scenario envisaged by the government is so that way one would understand what "room for manoeuvre" exists in the state budget for 2023.
Faced with president Marcelo Rebelo de Sousa's appeal, Fernando Medina considered that the issue is "relevant" but listed several changes that affect the Portuguese economy and public finances.
"We are in a context of great volatility, every day there are updates and new projections from international institutions, namely about what is happening outside Europe and then has an impact on our economy, every day there are decisions from central banks in the United States, in Europe, sometimes not exactly the way they were anticipated, new information about energy markets," he exemplified.
Even so, he anticipated that growth in the Portuguese economy would slow compared to the level recorded this year but stressed "the resilience that the Portuguese economy has built".
"We will end the year with growth above the European Union average in the period between 2019 and 2022. We will have a very strong reduction in public debt that will end up below 120 percent of gross domestic product," he said, also pointing to deficit control and attracting investment.
