Lusa - Business News - Timor-Leste: MSC buys port of Tibar

Tibar, Timor-Leste, Sept. 21,2022 (Lusa) - The purchase announced by the Mediterranean Shipping Company (MSC) of Bolloré Africa Logistics (BAL), concession holder for the port of Tibar in Timor-Leste, may bring additional advantages to the infrastructure that goes into operation on 30 September, officials said.
"That part of the Bolloré group will become part of the MSC group, a large company with a large network in Asia. And we will be part of this large network. That will be good for the port," Bolloré's executive director for ports and concessions, Olivier De Noray, told Lusa.
"With Bolloré we would have no problem, but with MSC it will be even easier because the group has many services that complement each other. We will start with import and export, but there may be other projects including transhipment," he said.
At the end of March, an agreement was reached for the MSC purchase of BAL, in a transaction with a total value of €5.7 billion and which only awaits regulatory approval.
BAL is the largest shareholder in the port of Tibar, with 99% of the shares, and MSC was, as of the end of 2021, the largest container shipping operator in the world, with a total of 570 container ships capable of carrying almost four million TEU [unit of measurement for container capacity].
With MSC at the helm, in addition to Bolloré's know-how, MSC's own network will have a state-of-the-art, high-capacity infrastructure in a region between two giants, Australia and Indonesia.
Furthermore, another project is in the pipeline, still under negotiation, related to the end of life, next year, of the Bayu-Undan oil field, in the Timor Sea, operated by Santos.
Richard Hinkley, from Santos, recently explained to Lusa, in Darwin, that the company wants to bring to Tibar a vessel that currently serves as an offshore storage structure and that will be dismantled in Timor-Leste, in an operation that he estimates will cost around 100 million dollars (€99.6 million).
Laurent Palayer, executive director of Timor Port, the official name of the Tibar Bay port, told Lusa that even with only the current operations in Timor-Leste, the project is profitable, rejecting those who say it will be a 'white elephant' and arguing that the larger size of the project will allow for immediate expansion.
"The government decided to build 'big' from the beginning. And the experience we have is that when we do something bigger, even if it may seem too big at first, it attracts a lot more business," he said.
"It's an identically sized port to Kupang [West Timor], our nearest competitor. It is better than Darwin, and as far as equipment is concerned, it is more modern and has more potential than both," he said.
Palayer said that "there are many companies that operate in the region that never thought about Timor-Leste", and that the infrastructure allows for larger ships, without a crane and therefore with additional opportunities for the country.
"Now there are conditions to take advantage of Timor-Leste that is very well located. And it is important to remember that this tender was designed with the support of the IFC, with detailed analyses and calculations that decided the degree of tariff that is fixed and that was proposed to the bidders of the tender," he said.
"We know that this is not going to be the port of Singapore. But we know that even with the current level of operations, we are not going to lose. But in the future, I think everyone will be surprised. When the maritime transport sector knows that there is a new space, well located, between two big neighbours, wants to take advantage of it, and this represents a great potential for Timor-Leste", he said.
The Timor Port official defended that the infrastructure is at the same time "one of the country's instruments to start the industrialization process, to attract investors", noting that the companies Mariana and PIL have already sent a delegation to the country and wanted to be the first to operate in the infrastructure.
"They say they have been refusing bookings from Singapore because there is a lack of capacity to Dili, and they refuse containers to Timor-Leste because they have to arrive with very small ships. This is a big obstacle for the country," he said.
Olivier De Noray was confident, explaining that a project of this dimension requires several phases, from convincing the authorities to move forward in the public-private partnership model, the first in Timor-Leste, "then do the tender and ensure that the companies involved do a good job.
"Then you have to build the project, and now it's the next phase, to start attracting the market. That is the next step. We have to attract the market," he said.
"Timor-Leste will have a global port, with the capacity to receive all types of ships. And for Timor-Leste, it is a good opportunity to have a logistics point for everything. The price will be better for clients in Timor-Leste and facilitate exports, eliminating barriers. It is an important tool for the Timorese economy," he said.
