Lusa - Business News - Angola: International civil aviation audit results will be positive - minister




Luanda, July.4,2022(Lusa)– Angola's transport minister has expressed confidence in the results of the audit to be carried out this year by the International Civil Aviation Organisation (ICAO).
Ricardo de Abreu was speaking at the opening of the 14th Consultative Council of the transport ministry, which runs until Tuesday in Namibe province, under the theme "Five Years of Reform, Towards Sustainable Development".
The Angolan minister noted that amongst the reforms of the transport sector, special attention had been given to the national civil aviation sector, as a priority of the government's efforts to diversify the economy.
According to the minister, the audit will serve as a barometer of what has been done in the transport sector "and as a proof of concept of the reforms implemented".
"And [comes] to clarify Angola's positioning, as an African country at the highest level of compliance with the rules of the International Civil Aviation Organisation. We believe that we will get this approval and that we will come out successful from this scrutiny," said Ricardo de Abreu.
The transport minister said that the recent experimental flight at Dr. António Agostinho Neto International Airport was "one of the most significant achievements" of his government.
Angola is completing work on its new international airport in Luanda province, having last month carried out the first experimental flight that signals the start of the certification process of the infrastructure, which will last until the end of 2023, when it will start operating "without restrictions".
On the reforms carried out, the minister noted that their main objectives were to increase productivity, competitiveness and job creation in the sector, improve efficiency and regulation of transport subsectors, align with internationally recognised practices and models, ensuring greater involvement of the national and foreign private sector.
"From an institutional point of view, the motivation for the reforms was for us to configure new bodies, with the purpose of the sector adapting quickly, and with greater quality, to the demands of an increasingly changeable market, marked by globalisation, and facing the challenge of understanding the best strategies to achieve sustainable competitive advantages, at regional and continental level," he said.
Meanwhile, other challenges, Abreu said, include adapting and modernising infrastructure to productive development, increasing the level of competition and integration of regional and global chains, reducing the shortage of qualified human resources and strengthening policies to promote a favourable business environment, attracting investment, functionality of companies and taxation, as well as speeding up the sectorial and global race for qualified professionals to boost competitiveness.
Ricardo de Abreu emphasised that the restructuring plan is already at a very advanced stage, stressing that the current institutional framework is different from the one he found in 2018 when he took over the portfolio.
"New regulatory and supervisory bodies, a substantially changed legal framework in various subsectors, having managed to attract a number of private investors to the sector's projects and to its dynamisation," he highlighted this among other advances.
Over two days, the situation of structuring projects will be addressed, including the Dande bar project, the Dr. António Agostinho Neto International Airport project and the airport city of Icolo-Bengo, the integrated development project of the bay of Moçâmedes.
The sector's digital transition projects will also be analysed, including ticketing in land transport, single port window II multiport, the programme to modernise Angola's air navigation systems, single logistics window, and training centres and academies.
