Lusa - Business News - Cabo Verde: Government wants social protection for all especially the vulnerable

Praia,June.22,2022(Lusa)–More than half of the employed population in Cabo Verde was enrolled in the contributory regime of the National Institute of Social Security (INPS), but the government has on Wednesday set the goal of making social protection universal to cover the most vulnerable.
"We are strongly committed to working towards the social protection for all, through public policies adjusted more to our situation and an increasingly dynamic and complex society, with programmes that can provide adequate responses to the needs of Cape Verdeans," said the minister of family and social inclusion, Fernando Elísio Freire.
The minister was speaking in Praia at the opening of a seminar to launch the first "Statistical Bulletin of the Social Protection System in Cabo Verde 2016-2020," by the National Statistics Institute (INE).
According to INE technician Noemi Ramos, 51 percent of the Cape Verdean population in 2020 was covered by at least one social benefit, whether contributory or non-contributory.
For her, this percentage is not low, bearing in mind that it is above the world average, which is around 46%, and Africa, which is well below 20%.
In terms of population group, 43% of children up to 14 years old were covered. Unemployment benefit, which began in 2018, covered 7% of the unemployed population in the country.
Regarding maternity benefit, the INE technician advanced that 23% of women who had a child and were registered in 2020 also received at least one maternity social benefit.
"It may seem low, but this has a lot to do with the informality of women's work, they have to be registered with the INPS to receive it," she explained.
As for the elderly, Noemi Ramos advanced that 70% of those aged over 60 were covered by at least one social benefit.
The minister of family, inclusion and social development, Fernando Elísio Freire, stressed that the presentation of the statistical bulletin comes at a time when Cabo Verde is facing the effects of a triple crisis, namely drought, the Covid-19 pandemic and war, which are having a profound impact on the country's economic fabric.
And in the difficult context, he said that more than increasing the values of social benefits, it is "urgently, ethically and morally necessary" to extend the coverage of protection to all Cape Verdeans.
"This statistical bulletin makes it clear that it is more urgent that, instead of increasing from one to two escudos, we increase the beneficiaries of social protection from 20 to 30. Because it is an act of generational solidarity and solidarity with others," argued the minister.
The first "Statistical Bulletin of the Social Protection System in Cape Verde 2016-2020" is part of the Action/Portugal project, funded by the strategy and planning office of the Portuguese ministry of labour, solidarity and social security.
The document, which is the result of work implemented over several years, is the first step in compiling and disseminating comprehensive statistical data on social protection in the country, comprising both the contributory and non-contributory regime.
During the ceremony, the Portuguese ambassador in Cabo Verde, António Moniz, said that the bulletin was one of the most visible results of the training and capacity building initiatives that were provided under the project in the area of statistics.
He also guaranteed the continuity of the programme until July 2025, renewing the partnership with the International Labour Organisation (ILO) and with the Portuguese-speaking African Countries (PALOP) and Timor-Leste.
