Lusa - Business News - Cabo Verde: PM stresses key role of diplomacy; calls for intelligence, boldness

Praia, Jan. 19,2022 (Lusa) - Cabo Verde's prime minister, Ulisses Correia e Silva, has stressed the "important role" of diplomacy, especially during the Covid-19 pandemic, arguing that it should be intelligent, bold and capable of providing answers to the country's development challenges.
"I would like to highlight the efforts and gains already made with our diplomacy," the prime minister said in a speech closing the first Annual Conference on Foreign Policy (Cabo, in its Portuguese abbreviation), held in Praia, late on Tuesday. "The context that we live in requires an intelligent diplomacy, audacious and capable of giving answers to the country's development challenges."
In his speech, the head of government recalled that Cabo Verde was one of the economically worst affected countries by the Covid-19 pandemic, but said that it is already seeing "signs of recovery," in a year still marked by uncertainties and transitio In this context, he stressed that the country should pay "special attention" to debt relief and climate finance, and again called for "focus" on special attention to small island and developing states.
"The economic, social and environmental dimensions for increasing resilience and achieving the SDGs [United Nations Sustainable Development Goals] through structural transformations must be supported in our cooperation, partnership for development and economic diplomacy," Correia e Silva said.
Defending multilateralism, the prime minister said that security is another "high-value asset" for Cabo Verde, as is its large diaspora. He advocated greater proximity, assertiveness and a sense of strategy in relations with emigrant communities.
"It is important for attracting skills and investment, broadening the internal market and for the country's notoriety," he said.
Organised by the Ministry of Foreign Affairs, Cooperation and Regional Integration, the first Annual Foreign Policy Conference was established by the Cabo Verde government to discuss issues pertinent to the country's foreign policy and diplomacy.
Among the conclusions presented by the secretary of state for foreign affairs and cooperation, Miryam Vieira, was the mobilisation of resources, defence of multilateralism, integration of the country into regional and international groups, and an appeal for "special attention" to small island states.
She also recommended that diplomacy focus on science, knowledge and academia, besides the economic and political aspects, and invest in relations with the diaspora. Vieira announced the creation of a database on diaspora associations and more human resources.
In his final speech, the minister of foreign affairs, Rui Figueiredo Soares, said that the conference met the objectives that were st for it and announced the creation of a Diplomatic Institute, as a place and instrument to collect and recover the ministry's memory and the heritage built by Cabo Verde's foreign policy.
The inaugural conference, which took place in hybrid format (in person and virtual), was opened on Tuesday by the president of Cabo Verde, José Maria Neves. Among the international speakers was the current president of the Global Alliance for Vaccines (GAVI), José Manuel Durão Barroso, a former prime minister of Portugal.
The theme of the conference was 'Challenges of Cabo Verdean diplomacy facing the Covid-19 pandemic' and the main guest speaker was Courtenay Ratray, UN Under-Secretary-General and High Representative for Least Developed Countries, Landlocked and Small Island Developing States.
The conference also included speeches from diplomats, politicians, the president of the country's Platform of Non-Governmental Organisations (NGOs) and researchers from the country and the diaspora.
