Praia, Sept. 13, 2021 (Lusa) - Cabo Verde's tourism and transport minister, Carlos Santos, told Lusa that relaunching flagship airline TACV was re-nationalised in July would need state investment within six months.
"Obviously, because we are in a phase of restarting and restarting means investing. And that is the investment perspective. Now, everything is being done properly so that we can have an equation that has some viability," Santos said in an interview with Lusa in Praia.
Carlos Santos said that the government was working with "specialists" so that the company, which has not carried out commercial flights since March 2020 due to the Covid-19 pandemic, can resume activity, but with an "effect on taxpayers' pockets" that is "as small as possible.
"But there will have to be investment," he said, without saying how much.
Santos said TACV was "important for the country" and "an important part for the development" of Cabo Verde, which "has the diversification of tourism as a key objective.
"As we see at the moment, the absence of competition in connectivity generates anomalous situations at the level of pricing practices, and we are doing so with that aim in mind. But also to refocus the role of this company, in a short space of time focused on the diaspora market and the tourism market. And later, as we have already said, we can return to what was one of the objectives before 2019," he added.
The goal is that within six months, the company, led by former president of Radiotelevisão Cabo-verdiana (RTC), Sara Pires since August, will return to activity, almost two years after the suspension of operations.
"We want to do it in a short space of time, and we have this indicative date precisely because we cannot work without dates. We have to make sure there is a schedule. The board of directors, since it took office, has been working hard with a team from the ministry of tourism and the ministry of finance to support it, and everything is being done for the goal of reopening a new phase of this company," Carlos Santos stressed.
In March 2019, the Cabo Verde state sold 51% of the then state-owned company Transportes Aereos de Cabo Verde (TACV) for €1.3 million to Lofleidir Cabo Verde, a company owned 70% by Loftleidir Icelandic EHF (Icelandair group, which took 36% of Cabo Verde Airlines - the company's trading name) and 30% by Icelandic entrepreneurs with experience in the aviation sector (who took over the remaining 15% of the 51% share privatised).
The company, in which the Cabo Verdean state held a 39% stake, then concentrated its activity on international flights from the Sal hub, leaving behind domestic flights.
On 6 July, the Cabo Verdean state took over the 51% stake in TACV held since 2019 by Icelandic investors, alleging several management failures and immediately dissolved the corporate bodies.
The reversal of the company's privatisation took effect from that day, with the publication of the decree-law authorising it, approved by the cabinet, because of "serious concerns" about "compliance with the principles, terms, assumptions and purposes" defined in the privatisation process.
Based on the decision to revert privatisation, the government in July cited concerns such as "compliance with agreed procedures for payment of expenses, accounting records and contracting," the "safeguarding of the company's interests and partnership objectives as a result of involvement in acts and contracts that reveal substances and serious conflicts of interest," the "contribution to strengthening the economic and financial capacity and capital structure" of the company or about the "full implementation of the direct sale in time, payment terms and other terms.
Due to the effects of the Covid-19 pandemic, a new agreement was signed between the state and Loftleidir in March 2021 to make the company viable (involving since November the issuance of State guarantees to about €20 million of loans for payment of salaries and other urgent expenses), which also provided for the ceding of both parties in different matters.
"Following the settlement agreement, facts have been identified in the governance of TACV and in the relationship of Loftleidir Cape Verde and stakeholders with TACV that may contribute to the unsustainability of the continuation of the agreement, as there is a serious, real and significant risk that Loftleidir Cape Verde will not comply with its proposed capital investment in TACV," the decree-law adds.
The Icelandic board of CVA announced in June the suspension of sales and the plan to resume flights in light of the then announced intention to renationalise the company by the government and a request by the state to seize one of the company's Boeing - provided under lease by Loftleidir Icelandic EHF - due to alleged debts to state company ASA, which manages the archipelago's airports.
