Praia, Sept. 13, 2021 (Lusa) - The Cabo Verdean minister of tourism, Carlos Santos, said that with the ongoing recovery in demand for tourists, particularly from Portugal and Germany, next winter will mark the point of no return in the sector.
"We believe that winter [high season in the archipelago] may not be like before, we are not saying we will reach the numbers of 2019, but we will be reaching a point of no return. And this is good because it means that operators and countries are starting to trust the Cabo Verde destination, which meets the conditions of health security," said Carlos Santos, in an interview with Lusa in Praia.
He added that the vaccination process in Cabo Verde is already a "postcard" for several countries that send tourists after the archipelago reached 70% of the adult population with at least one dose of the vaccine against Covid-19 at the beginning of September and now aims to ensure coverage of 85% by the year's end.
"They are trusting, and that is why they are opening the air corridors into the country," said Carlos Santos.
The return, since last week of TUI Germany, with weekly flights and tourists to the islands of Sal and Boa Vista, in addition to the demand that already existed from southern European countries, such as Portugal, and others, help fuel the minister's positive expectation.
However, he admitted that the scenario is still uncertain globally. The biggest obstacle to the recovery of tourism in Cabo Verde is the lack of British tourists, representing over a quarter of tourist demand for the archipelago before the pandemic.
"We continue to have news of some countries that have more outbreaks every other week, even if only occasionally, but also because the main market, which is the British market, still does not have access to tourism and because Cabo Verde is still on the so-called red lists of these countries," he acknowledged, assuming that it is "still early" to "predict scenarios" for 2021.
He added that the Cabo Verdean government had developed a "powerful diplomatic action" with the countries of the European Union to demonstrate the measures adopted to prevent Covid-19, in addition to vaccination, which already covers 75% of about 10,000 workers in the tourism sector that should be vaccinated.
"We have taken all the health security measures, namely the rules and protocols adopted by all the actors that operate in the tourism circuit. We are talking about hotels, restaurants and airports. We have approved very restrictive legislation on access to public spaces to encourage vaccination (...) And we have created Covid-19 treatment centres on the two islands so that, in the event of a situation, we have the conditions for treating patients in Cabo Verde," he pointed out.
"All this to send a clear message to our partners, to the markets of origin, and to say clearly that Cabo Verde currently has the conditions to receive tourists safely," he insisted.
Carlos Santos said that on the islands of Sal and Boa Vista, which concentrate tourism in Cabo Verde, the vaccination process was even more advanced among hotel workers.
"This is a demonstrative sign that all of us, workers, employers and the government, are united in vaccination, to allow us always to transmit that image that the country is treating its population, is taking care of public health, to be able to receive those who want to visit us," he concluded.
Tourism represents about 25% of Cabo Verde's Gross Domestic Product (GDP). Still, the sector has been virtually at a standstill since the end of March 2020, due to travel restrictions imposed to contain Covid-19 transmission, after the historic record of 819,000 tourists in 2019.
In the whole of 2020, the sector lost more than 600,000 tourists, a drop of more than 70% compared to the previous year.
Cabo Verde is expected to receive only around 300,000 tourists this year, going back to 2005 figures in the government's forecast.
Cape Verdean hotels received over 21,000 guests in the second quarter of the year, double the previous quarter's number and once again with guests from Portugal in the lead.
According to the report on guest movements in the second quarter of the year, published on Friday by Cabo Verde's National Statistics Institute (INE), hotels on the archipelago received 21,562 guests during this period, in addition to the 12,098 from January to March, whilst the number of overnight stays rose from 28,912 to 87,719.
This was also a 308% increase in guest movement compared to the second quarter of 2020 when the country was closed to international flights and inter-island connections to contain the Covid-19 pandemic and year-on-year growth of more than 614% in overnight stays.
However, these are significantly below the same period of 2019, before the pandemic, when Cabo Verde received, from April to June, 179,874 guests (up 7% compared to 2018) and 1,137,199 overnight stays (+5.3%) in hotel establishments.
In the second quarter of 2021, Portugal remained "the main country of origin of tourists," according to the INE, equivalent to 16.4% of the total - followed by the United States, with 5.1%, and France, with 4.8% - while those from the United Kingdom "were those who stayed the longest in Cabo Verde, with an average stay of 6.6 nights.
