Lusa - Business News - EU/Presidency: Public administration interchange to start in 1st half of 2022

Lisbon, June 22,2021 (Lusa) - The pilot project for the exchange programme for leaders of the public administrations of Portugal, France, Spain, Belgium and Slovenia will start in the first half of 2002, the Portuguese presidency of the Council of the European Union (EU) announced on Tuesday.

"Portugal will host leaders of the Public Administrations of France, Spain, Belgium and Slovenia in the first half of 2022, through the European Exchange Programme for Leadership, proposed under the Portuguese presidency of the Council of the European Union," said a statement issued after the informal meeting of EU public administration ministers, held today in Lisbon.

At a press conference after the meeting, the Portuguese minister, Alexandra Leitão, who had announced the launch of the exchange programme in an interview with Lusa, published on Monday, noted the "adherence of member states" to this initiative of the Portuguese presidency.

The pilot project aims to "test and evaluate the functioning of the European Exchange Programme for Leadership, as well as identify and implement the necessary improvements before it is extended" to the remaining EU countries, the statement said.

"The programme will place middle managers from the Public Administrations of European Union member states and/or European institutions in different collaborative contexts, promoting the sharing of knowledge and learning experiences," the document said.

According to the minister, in an interview with Lusa, the programme will be managed and organised by the National Administration Institute (INA) and cover "any directorate, from any public administration service". Furthermore, it will be "voluntary" and "totally free" for all managers, and with a "reasonably short" duration that could be "one or two months".

The leaders "maintain the remuneration and expenses inherent to the circumstance of being out" of the country, the minister added.

At today's meeting of ministers of Public Administration, which took place for the first time in seven years, the countries adopted conclusions for a "close, innovative, participative, open and transparent public administration". Also, they addressed the digital transformation in public administration.

Alexandra Leitão said that Portugal had provided EU partners with a guide of principles on human rights in public services. Issues such as interoperability, cybersecurity, and artificial intelligence were addressed.
