Lusa - Business News - EU/Presidency: Remote working 'totally changing' public administration - French minister

Lisbon, June 22,2021 (Lusa) – The French Minister for Transformation and the Civil Service argued on Tuesday that remote working is in the process of "totally changing" the organisation of public administrations, adding that she hoped that the social dialogue taking place with European trade unions would be successful.
"Remote working is in the process of totally changing the organisation of administrations. Everywhere there are discussions about the European social dialogue. The European trade unions for administrations are working on this issue," Amélie de Montchalin, who is in Lisbon to participate in the informal meeting of ministers of public administration, as part of the Portuguese presidency of the Council of the European Union, told Lusa.
The French minister who took over the public administration portfolio last year admitted she hoped the dialogue with European trade unions on the future of work, in particular remote working, would be "successful".
"We are not saying that everything will happen exactly the same way in Bulgaria and Portugal, but there are common principles for the protection of civil servants in terms of social protection," she added.
She said that today's meeting will discuss three topics: a mobility programme for civil servants between member states, public digital transformation and the evaluation of public policy.
As for the first topic - the Leadership Exchange Programme, proposed by Portugal - Amélie de Montchalin explained that the idea is for it to start in 2022, with Portugal, France, Spain, Slovenia and Belgium.
"We, France, want it very much and it seems essential to us that this is a programme that lasts, that is ambitious, that is extended and that also allows this training. I am interested in people from my digital services coming to see what Portugal is doing, and vice versa. We will be delighted to welcome Portuguese people who would like to see what we are doing in 'Open Data'. It is a way to accelerate transformation, which is much more useful than sending each other reports," she said.
Regarding public digital transformation, the minister highlighted the work of the Coalition of the Willing, a group of countries that includes France, Portugal, the Netherlands, Germany and others, with the aim of sharing experiences.
"A third issue is openness and evaluation of public policy. How can we give citizens the ability to see that we are effective?"
Amélie de Montchalin underlined that all the ministers in this area, who are meeting for the first time in seven years, have common issues to discuss, highlighting, in addition to the reorganisation of the way of working, the training and recruitment of civil servants and the attractiveness of the civil service.
Before the informal meeting, the French minister visited the Citizens' Shop in Laranjeiras, Lisbon, to understand how the Portuguese model works.
"There is a lot to learn from what you [Portugal] have been doing for 20 years, because in France we have a programme called France Services, whose initial ambition is very similar to what you have in your Citizens' Shop spaces," she said.
In France there are 1,300 spaces similar to Citizens' Shops, although only with public services, and the ambition is to reach 2,000 by 2022.
"It is a programme that I encourage a lot, because it is both of simplification and humanisation," she stressed, adding that the goal is to have this type of service 100% online also by 2022.
However, the minister stressed that one should not leave "all men and women behind". "There should be human contact, but the first contact today is digital and empty," she said.
The Portuguese presidency of the EU Council ends at the end of June, giving way in the second half of the year to Slovenia.
France takes over the presidency on January 1, 2022.
