Arcos de Valdevez,Portugal,May.13,2021(Lusa)-Portugal's president, Marcelo Rebelo de Sousa, has warned that 2024 will be the year of the "big test" for Portugal's economy, given the latest forecasts from the European Commission, which has revised down its projection for growth in the country's gross domestic product for this year.
"For next year it is clear that the injection of many EU funds has an effect on everything, on gross domestic product [and] on employment and, on the other hand, gives a breather on the deficit," de Sousa told journalists during a visit on Wednesday to Arcos de Valdevez in northern Portugal. "In 2023, more or less the same. The big test will be from 2024, how do we land?
"Are we going to land softly to get back to 2.5 percent [growth] in 2025 and 2026, or do we stay a little above that, taking better advantage of European funds and having the economy already going further?" he asked rhetorically. "That is the big question mark.... Until then, this is it: going up to 2022, keeping a close level in 2023 and then landing from 2024 onwards."
The head of state, who was in Arcos de Valdevez, in Viana do Castelo district, for the inauguration of the Himalaya Creativity Workshops set up in the former secondary school, an investment of around €1.8 million, noted that the commission "has forecasts for this year that are less favourable than the official Portuguese forecasts and, for next year, more favourable than the official Portuguese forecasts.
"Although in some cases they are small differences and the difference is greater when compared to the European average, I think we are all talking about more or less the same thing, which is that this year growth will be around four percent and next year, quite a bit more with the injection of EU funds and probably the same for 2023," he said.
In relation to the public sector budget deficit, he said that "the calculations are very approximate" and that unemployment should not be allowed to get out of hand.
"That is a big challenge," he said. "To know, with the end of furloughs, with the resumption of activities such as, for example, hotels, restaurants, commerce and services, whether, in fact, the transition will occur at the level of unemployment that is forecast," he said. "The EC figures, even when they are slightly less favourable this year than the Portuguese figures, point to what seems more or less obvious.
"This year depends on the second half of the year, although there are already indicators of a rise in June," he noted.
The commission on Wednesday released spring economic forecasts that revised downwards the projected growth for Portugal this year, to 3.9%, when in February it had projected 4.1%.
In quarterly terms, the commission sees to a recovery in GDP between now and the end of the year, with quarter-on-quarter growth of 3.2%, 3.9%, and 1.0% in the second, third and final quarters of 2021, marking year-on-year increases of 13.5%, 4.0% and 4.9% respectively.
As for the year as a whole, the 3.9% growth forecast is in line with those of the Bank of Portugal and the International Monetary Fund, but one tenth below the 4.0% currently projected by Portugal's government. It is above the 3.3% seen by Portugal's independent Public Finances Council (CFP) and the 1.7% of the Organisation for Economic Cooperation and Development (OECD).
The commission's forecasts for the budget deficit, meanwhile, worsened by two tenths of a percentage point, for a deficit equivalent to 4.7% of GDP this year. However, the forecast for net indebtendess improve by three points, to 127.2% of GDP.
On the deficit, the commission is now more optimistic than the IMF (5.0% of GDP) and the OECD (6.3%), but more pessimistic than the government (4.5%) and the CFP (4.1%).
With regard to the debt-to-GDP ratio, the commission is more optimistic than most institutions, with the government predicting 128.0%, the IMF 131.4%, the CFP 131.5% and the OECD 139.7%.
In 2022, according to the commission's spring forecasts, the budget deficit should shrink to 3.4% of GDP, and debt to 122.3%.
As for unemployment, the commission sees an improved outlook, with an average rate of 6.8% projected for this year, down from an actual 7.7% last November. The government predicts unemployment of 7.3% this year.
